His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman, graced another High Tea Reception in conjunction with His Royal Highness' 45th birthday celebration. The High Tea Reception hosted by the Royal Brunei Police Force took place yesterday afternoon at the Royal Brunei Police Force Officers Mess in Gadong.


Upon arrival, His Royal Highness the Crown Prince and Her Royal Highness Paduka Seri Pengiran Anak Isteri were greeted by Dato Paduka Seri Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, Commissioner of the Royal Brunei Police Force and Datin. Also in attendance were His Royal Highness Prince 'Abdul Malik ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah and Yang Amat Mulia Pengiran Anak Isteri Pengiran Raabi'atul 'Adawiyyah binti Pengiran Haji Bolkiah.


Soon after arrival, His Royal Highness signed a commemorative parchment. His Royal Highness then cut the royal birthday cake, which was the highlight of the function. His Royal Highness received a pasambah in the form of a MK2 knife and sheath specifically used by the Special Operations Squad of the Royal Brunei Police Force since 2004.


Before leaving the function, His Royal Highness the Crown Prince and Her Royal Highness Paduka Seri Pengiran Anak Isteri received junjung ziarah from officers of the Royal Brunei Police Force.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait and His Highness Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Prime Minister of the State of Kuwait as well as the Government and people of the State of Kuwait on the occasion of its National Day.


In the message to His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, His Majesty expressed his great satisfaction for the brotherly relations shared between Brunei Darussalam and Kuwait, and looked forward to continuing to work together with His Highness to further enhance these important ties bilaterally and internationally.


In a similar message to His Highness Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Prime Minister of the State of Kuwait, His Majesty conveyed his great appreciation for the warm and brotherly relations that have long been enjoyed by the two countries, and looked forward to opportunities to strengthen the much-valued friendship and cooperation.


In ending the messages, His Majesty prayed to Allah Subhanahu Wata'ala for the continued good health and happiness of His Highness Sheikh Sabah Al-Hamad Al-Jaber Al-Sabah, Amir of the State of Kuwait and members of the Royal Family and also to His Highness Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Prime Minister of the State of Kuwait as well as its people with continued peace, progress and prosperity.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday morning, joined the 'Semangat Kebangsaan 2019' Cycling Recreation around Bandar Seri Begawan. His Majesty's presence at the event certainly further enlivened the atmosphere in the capital. The event which was held in conjunction with the 35th National Day celebration, began and ended at the Taman Haji Sir Muda Omar 'Ali Saifuddien, in the capital.


Upon arrival, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was greeted by the Cabinet Ministers led by Yang Berhormat Retired Major General Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, Minister of Culture, Youth and Sports.


Shortly after arrival, His Majesty launched the 'Semangat Kebangsaan 2019' Cycling Recreation, and signed the frame of the special shirt in commemoration of the monarch's presence at the event.


His Majesty then led the 11 point 5-kilometre cycling event covering several main roads in the capital. Also present were His Majesty's sons and daughter, His Royal Highness Prince 'Abdul Mateen, His Royal Highness Prince 'Abdul Wakeel and Her Royal Highness Princess Ameerah Wardatul Bolkiah.


The cycling event attracted the interest and participation of the public from all walks of life, simultaneously held with the Bandarku Ceria programme, in further enlivening the Bandar Seri Begawan atmosphere. The event was also participated by the Cabinet Ministers, Deputy Ministers, Permanent Secretaries, Deputy Permanent Secretaries, and members of the public as well as foreign nationals.


The cycling recreation was organised by the Ministry of Culture, Youth and Sports in collaboration with the Ministry of Home Affairs, Ministry of Religious Affairs, Ministry of Primary Resources and Tourism, ministry of Defence, Ministry of Health, Ministry of education, Ministry of Transport and Info-communications as well as other ministries and the Brunei Darussalam Cycling Association. The event passed through main roads namely Jalan Pretty; Jalan Elizabeth Dua, Jalan Masjid Omar Ali Saifuddien; Jalan Kianggeh; Jalan Sekolah; Jalan Kumbang Pasang; Jalan Gadong; Jalan Perdana Menteri; and Jalan Raja Isteri Pengiran Anak Saleha before heading back to Taman Haji Sir Muda Omar Ali Saifuddien.


The cycling recreation continues to shape a sports culture and strengthen unity through the holistic involvement of the society towards an active and healthy lifestyle in line with the proclamation of 'the Sport of Cycling is the Nation's Hobby' during the Golden Jubilee Cycling Recreation 2 years ago. In addition, the presence of His Majesty and members of the royal family, boosts the sporting spirit in a relaxed atmosphere.


His Majesty's participation in the cycling recreation together with more than 1-thousand cyclists has become a platform for the people to carry out physical activities together with the monarch as well as practise an active and healthy lifestyle.


Such an event not only can enhance the involvement of youths in sports activities, but can also develop the youths in establishing a healthy nation. This is in line with the call made by His Majesty's government to establish more health groups as the continuance of a more sustainable nation development.


Soon after the cycling recreation was completed, His Majesty as well as members of the royal family viewed the march-past by the participants led by the 35 cyclists for the 35 kilometre event comprising cyclists from 13 ministries and the Brunei Darussalam Cycling Association. The flag-off for the event was held early this morning. Also in the march past were the cycling participants comprising youths of all ages. The monarch also viewed an exercise and self-defence performance by the National Service Programme, PKBN trainees, aimed at developing the personal quality of the trainees, being dedicated, courageous and determined as well as highly confident in facing various challenges.


His Majesty also received a pasambah presented by the Minister of Culture, Youth and Sports. Before leaving to view the Bandarku Ceria exhibitions and activities, His Majesty got-together with the parents and family members of the PKBN trainees, as well as participants of the 35 kilometre cycling event and youths. The atmosphere shows that there is no dividing wall between the monarch and his subjects, reflecting that the loyalty and love of the people with His Majesty continues to be strong and harmonious wherever the monarch visits. The active involvement of all parties through the "Whole of Government and Nation Approach" including the people at all levels and non-government organisations in carrying out the duties and trust given has made the Semangat Kebangsaan cycling recreation a success.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, The Crown Prince and Senior Minister at the Prime Minister's Office and Her Royal Highness Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab-Rahaman yesterday afternoon graced the Afternoon Tea Reception in conjunction with His Royal Highness the Crown Prince's 45th birthday anniversary. Organised by the Ministry of Defence and the Royal Brunei Armed Forces, RBAF, the function took place at the Bolkiah Garrison Officer's Mess.


Upon arrival, His Royal Highness was greeted by Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Second Minister of Defence and Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of RBAF. Also in attendance were His Royal Highness Prince 'Abdul Malik ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, and Yang Amat Mulia Pengiran Anak Isteri Pengiran Raabi'atul 'Adawiyyah.


At the function, His Royal Highness received junjung ziarah and mingled with officers and staff of RBAF, Senior Officers who will end their tenure this year, the 14th International Monitoring Team to Mindanao, Republic of the Philippines, RBAF personnel who took part in the Malaysian Battalion (MALBATT) Peacekeeping Mission under the United Nations Interim Force in Lebanon (UNIFIL), the Best International Student for the Second Series Head of Company Course 2018 at the Malaysian Army Training, as well as the Doctrine Command and Cadet Officers of the 17th Intake.


His Royal Highness then watched a video clip, and then received a photo album titled 'Sejambak Ristaan 12', containing a collection of commemorative photos of His Royal Highness' visit to the Ministry of Defence and RBAF. His Royal Highness then signed a Commemorative Parchment.


His Royal Highness was then presented with a birthday cake and also received a pasambah presented by officers of RBAF. The Jadilat An-Najah was a pasambah from all officers and staff of RBAF, which reflected His Royal Highness' attention, far sighted views as well as focus in making a success of a mission, in line with the leadership qualities that are instilled within RBAF.


To bless the ceremony, the doa kesyukuran was read by Commander Haji Ainolnizam bin Haji Ibrahim, Head of RBAF Religious Department, Royal Brunei Navy.


Before leaving the Officer's Mess, His Royal Highness received junjung ziarah from officers and staff at the function. His Royal Highness was born on the 17th of February 1974 at Istana Darul Hana. His Royal Highness always give due attention to current developments and the welfare of RBAF personnel, apart from playing the role in elevating the image of the RBAF.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and His Excellency Prime Minister of the Lao People's Democratic Republic reiterated their commitment to further enhance the two countries' friendship for their mutual benefit and acknowledged that continuous efforts are ongoing to strengthen and diversify existing cooperation. The commitment was stated in the joint statement of 12 matters issued in Bandar Seri Begawan in conjunction with His Excellency's official visit to Brunei Darussalam.


His Majesty and His Excellency agreed to encourage frequent high-level exchanges and will make good use of bilateral mechanisms to coordinate and enhance bilateral cooperation in various areas. In this regard, both leaders welcome the convening of the 2nd Brunei Darussalam - Lao PDR Joint Commission for Bilateral Cooperation which was held in Luang Prabang, Lao PDR on 6 June 2018 and look forward to the 3rd meeting in Brunei Darussalam in the near future.


His Majesty and His Excellency also welcomed the efforts to enhance bilateral trade and encourage their business people to actively engage for business opportunities. In this regard, they welcomed the signing of the Memorandum of Understanding in information sharing between the National Chamber of Commerce and Industry of Brunei Darussalam and the Lao National Chamber of Commerce and Industry, as an initiative to facilitate information sharing and explore potential collaborations between business communities of the two countries.


The leaders also agreed to strengthen cooperation in education and welcomed the signing of the Memorandum of Understanding in the field of Education which will serve to encourage academic exchanges and promote collaboration in areas of mutual interest.


His Majesty expressed pleasure in the financial and technical assistance that Brunei Darussalam had provided to the Lao PDR, in the form of humanitarian assistance, project developments, transport equipment, capacity-building, scholarships and English language training programmes.  On his side, His Excellency expressed his sincere gratitude to the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for the continued support and cooperation provided to the Lao PDR in various areas including the humanitarian relief as a result of natural disaster.


In addressing issues of international money laundering, both Leaders appreciated the importance of joint collaboration in overcoming the issues.  Both leaders also welcomed the signing of the Memorandum of Understanding on Cooperation in the Exchange of Information related to Money Laundering and Terrorism Financing on July 2018.


His Majesty and His Excellency also exchanged views and agreed to enhance cooperation on regional and international issues of mutual concern. Both leaders acknowledged the importance of upholding ASEAN centrality as well as the need to continue working collectively to achieve the goals of the ASEAN Community Vision 2025 and its various Blueprints, Initiative for ASEAN Integration as well as the Master Plan on ASEAN Connectivity 2025.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam receives in audience His Excellency Dr. Thongloun Sisoulith, Prime Minister of the Lao People's Democratic Republic who is in the country for a two-day Official Visit. His Excellency and delegation arrived in Bandar Seri Begawan yesterday morning. The official welcoming ceremony for His Excellency took place at Brunei International Airport.


Present at the Brunei International Airport to welcome His Excellency was His Royal Highness Prince Haji Al-Muhtadee Billah, The Crown Prince and Senior Minister at the Prime Minister's Office as the Personal Representative of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.


Also present to greet His Excellency were Yang Berhormat Pehin Datu Lailaraja (retired) Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd. Yussof, Second Minister of Defence as the Minister-in-Attendance; Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr.) Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs; and Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd. Yusof, Second Minister of Foreign Affairs.


Also present were His Excellency Awang Haji Na'aim bin Haji Mohd. Salleh, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Lao People's Democratic Republic; and His Excellency Phonethavy Boutdara, Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Brunei Darussalam.


His Royal Highness together with His Excellency then proceeded to the Dais to receive the Salute of Honour, followed by the national anthems of both countries.


His Excellency then inspected the Guard of Honour mounted by personnel of the Royal Brunei Armed Forces.


His Excellency was then introduced to the Cabinet Ministers; Deputy Ministers; the Commissioner of the Royal Brunei Police Force; the Commander of the Royal Brunei Armed Forces; and ASEAN Foreign Envoys in Brunei Darussalam; as well as Permanent Secretaries at the Prime Minister's Office and Ministry of Foreign Affairs.


His Royal Highness was also introduced to members of the delegation of His Excellency the Prime Minister of the Lao People's Democratic Republic. The delegation included His Excellency Saleumxay Kommasith, Minister of Foreign Affairs of the Lao People's Democratic Republic. Diplomatic relations between Brunei Darussalam and the Lao People's Democratic Republic was established on 27th July 1993. Since then, the two countries have been cooperating extensively in various fields including education, technical assistance, and culture, youth and sports.

The climax of the Finals of National Al-Quran Reading Musabaqah For Adults was the prizes presentation ceremony to winners and participants. His Majesty consented to present the prizes.


Upon arrival, His Majesty was greeted by:


- Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar, Yang Dipertua Adat Istiadat Negara;


- Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Othman, the Minister of Religious Affairs as Chairman of the Major Islamic Events Celebration Executive Committee and Chairman of the National Musabaqah Al-Quran for Adults 1440 Hijrah/2019 Executive Committee;


- Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office, as well as other committee members.


Also in attendance were His Majesty's sons, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office and His Royal Highness Prince 'Abdul Malik.


The ceremony began with a presentation of Al-Quran verses read by Haji Dasrizal M.Naini, an invited qari and Juror from the Republic of Indonesia, the Champion of the International Tilawah Al-Quran in Kuala Lumpur, Malaysia 2013.


In his welcoming speech, the Minister of Religious Affairs among other things touched on the nation's efforts to ensure the Islamic syiar or eminence continues to shine, becoming a part of the vital factor in the nation's development catalyst blessed by Allah. This is one of the reasons why the Musabaqah Al-Quran continues to be organised at the national level for almost 60 years.


In announcing the musabaqah's result, Awang Haji Abdul Rajid bin Haji Mohd Salleh, Chief Judge of the competition touched on the this year's quality achievements of qaris and qariahs compared to previous years.


Awang Haji Mohammad Albi bin Haji Ibrahim was announced as the Champion Qari of this year's National Musabaqah Al-Quran for Adults.


Meanwhile, champion qariah was Dayang Hajah Norfaezah binti Haji Emran.


His Majesty presented prizes to the winners and participants of the competition. The Champion qari received a challenge trophy, a cash prize of seven thousand dollars, haj package, pure gold weighing 40 grams worth Two Thousand 740 Dollars donated by Perbadanan Tabung Amanah Islam Brunei, TAIB and its subsidiaries, Insuran Islam TAIB and Darussalam Holding Sendirian Berhad; an embroidered cloth donated by Little Ummi Company as well as a participation certificate.


The Runner-Up, qari - Awang Ahmad Zul-Waqar bin Haji Suhaili received five thousand dollars in cash, air ticket to Kuala Lumpur sponsored by Continental Tour and Travel, a prize and certificate.


Awang Haji Muhd Fikri bin Haji Awang Metussin came third and received a three thousand dollar cash prize, a prize and certificate.


The champion qariah received a challenge trophy, a seven thousand dollar cash prize, pure gold weighing 40 grams worth Two Thousand Seven Hundred forty Dollars donated by Perbadanan Tabung Amanah Islam Brunei, TAIB and its subsidiaries, Insuran Islam TAIB and Darussalam Holding Sendirian Berhad; a Brunei embroidered scarf donated by Little Ummi Company as well as a participation certificate.


Second place went to Dayangku Fauziah Nadhirah binti Pengiran Haji Jofri who received a cash prize of five thousand dollars, air ticket to Kuala Lumpur sponsored by Continental Tour and Travel, a prize and certificate.


While Dayang Hajah Nurul Akmalina binti Haji Yahya won the third place and received a three thousand dollar cash prize, a prize and certificate. The champions will represent the country at the International Tilawah Al-Quran competition to be held in Kuala Lumpur, Malaysia from 7th to 12th May this year.


His Majesty also presented souvenirs to the Jury of the competition.


To bless the ceremony, a doa selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office yesterday morning made a working visit to the Temburong Bridge Project Sites.


Upon arriving at the Bridge Project Site in Kota Batu, His Royal Highness the Crown Prince was greeted by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy as the co-chairman of the Temburong District Development Authority; Yang Berhormat Dato Seri Setia Awang Haji Suhaimi bin Haji Gafar, Minister of Development and Yang Berhormat Dato Seri Setia Doctor Awang Haji Mat Suny bin Haji Mohd Hussein, Minister of energy (energy and manpower) and Industry.


Soon after His Royal Highness' arrival, doa was read by Awang Farhan Hariz bin Doctor Haji Hisham, Engineer of the Temburong Bridge Project Secretariat, Public Works Department.


Before commencing with the working visit, His Royal Highness was briefed on the progress of the Temburong Bridge Project by Yang Berhormat Dato Seri Setia Awang Haji Suhaimi. The Temburong Bridge Project is the largest national project under the 10th National Development Plan which will connect Brunei Muara District and Temburong District through the construction of a two-way dual highway grade road and bridge.


Using a special boat, His Royal Highness took a closer look at the bridge project progress at the marine site. The project which starts from Jalan Kota Batu in the Brunei Muara district, crosses over a part of Brunei Bay and connects to Jalan Labu in Temburong District. The national mega-project is actively being carried out through several construction contract packages. The CC2 package involves the construction of the two-way dual highway marine bridge on the waters of Brunei Bay spanning 13 point 4 kilometres. The CC3 package involves the construction of a 1 point 1 kilometre two way dual highway bridge which is a 'Single Tower Cable Stayed Bridge' at the Brunei Shipping Lane and 'Twin Tower Cable Stayed Bridge' at the East Shipping Lane.


The Temburong Bridge design has Bruneian characteristics and portrays a praiseworthy engineering work quality. The largest public infrastructure project ever to be carried out in the country and expected to be completed by the end of this year will be the longest bridge in the South East Asia region. It is also a landmark of the nation's modernisation. The construction involves local and international consultants and construction companies.


At Pier Deck 208, His Royal Highness was greeted upon arrival by Awang Haji Marzuke bin Haji Mohsin, Deputy Minister of Development. By using a special vehicle, His Royal Highness proceeded to Pier 167 to take a closer look at the construction works of the "Twin Tower Cable-Stayed Bridge." His Royal Highness was briefed on the Marine Bridge Construction Project which is the CC2 package which began in February 2015. The briefing was delivered by Matius Anak Belayan, Junior Site Engineer for the CC2 Package. The briefing on the CC3 Package was delivered by Awang Mohammad Izz Rafiuddin bin Amer Hishamuddin, Junior Site Engineer for CC3 Package.


His Royal Highness signed a commemorative parchment. The Temburong Bridge Project spanning 26 point 3 kilometres is seen as a transformation in further expediting Brunei Darussalam's development. The Temburong Bridge Project is a highly valued communications infrastructure achievement. The facility provided by the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam will ease travel between the two districts.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam this morning officiated the Harvest of the High Yielding Hybrid Sembada 188 Paddy Variety at the Wasan Agricultural Development Area, KKP Wasan in Mukim Pengkalan Batu. The High Yielding Hybrid Paddy was first planted in October last year and is one of the measures taken by the Ministry of Primary Resources and Tourism in response to His Majesty's Titah in formulating and implementing the National Agriculture Strategic Plan and Policy to ensure food security for the country's people.

Upon arrival, His Majesty was greeted by Yang Berhormat Dato Seri Setia Awang Haji Ali bin Apong, the Minister of Primary Resources and Tourism; Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, the Minister at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy; Permanent Secretaries and Deputy Permanent Secretaries at the Ministry of Primary Resources and Tourism. 

Accompanying His Majesty were His Majesty's sons, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, His Royal Highness Prince 'Abdul Malik and His Royal Highness Prince 'Abdul Mateen.

Shortly after arriving at the KKP Kampung Wasan paddy plantation, His Majesty was briefed on the development of the planting of Sembada 188 Paddy variety and the Agriculture and Agrifood Incentive Scheme which was established to encourage local residents to engage in the agricultural sector. The briefing was delivered by Dayang Khairunnisa binti Haji Omar Ali, Head of Paddy and Crop Protection Division, Agriculture and Agrifood Department. Meanwhile, there was also a briefing on the progress of the Deepening and Upgrading of the Imang Dam which would increase its capacity by 10 percent or around one million cubic metre of water to supply argicultural areas and the Underground Water Exploration Project intended to address the irrigation problem of areas still without complete irrigation system, as well as the Opening of the Kandol Area For Paddy Planting Project. The briefing was delivered by Awang Saidin bin Namit, the Head of Agricultural Engineering Service Division. The briefing on the development of the Commercial Paddy Production Project in Kampung Panchur Murai 'A' and 'B' was delivered by the Awang Ezwyn bin Haji Bakar, the Manager of Yaz and Wyn Enterprise.

His Majesty then consented to receive a Pasambah from the Minister Primary Resources and Tourism.

The ceremony began with the reading of Surah Al-Fatihah and Doa Selamat by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Dr Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

His Majesty then delivered the brief titah to officiate the Harvest of the Hybrid Sembada 188 Paddy variety.

His Majesty was then graciously invited to Officiate and lead the harvesting of the paddy at the Setia Kawan Cooperative Plantation, KOSEKA, using a 'Jentuai' or combined harvester.

Tausyeh Syukur performed by students of Seri Begawan Religious Teachers Univesity College, KUPU SB, accompanied the Monarch during the harvesting of the paddy. The hybrid Sembada 188 paddy ripens within a period of around 110 days. 

Also harvesting the paddy was His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office.

The planting of the hybrid paddy involved a 38.2 hectares site manned by 21 KOSEKA and Mukim Pengkalan Batu Consultative Council members. A task force was formed by the Agriculture and Agrifood Department to monitor the planting of the said paddy variety and assist the entrepreneurs in facing challenges especially in the aspect of protecting the paddy crop. 

The High Yielding Hybrid Sembada 188 Paddy Variety is one of the varities identified from the joint study project between the Agriculture and Agrifood Department with Indonesia's Syarikat PT. BIOGENE Plantation, which was implemented for 3 seasons that started in May 2016 and ended in March last year. The study showed the Sembada188 produces an average of 5 to 6 metric tonnes per hectare in one season. Also present were Cabinet Ministers, Deputy Ministers, Heads of Diplomatic Missions and Members of the Legislative Council.

In 2017, the production of local paddy in the four districts which involved more than one thousand and three hundred hectares, totalled more than two thousand and three hundred metric tonnes, while the production of local rice totalled more than one thousand and five hundred metric tonnes.

Before visiting the Paddy Processing Centre at the Wasan Agricultural Development Area, His Majesty consented to receive Junjung Ziarah from the farmers. His Majesty has stressed that exploring the agricultural sector, especially paddy planting is a wise step towards the country's self-sufficiency. Hence, the Monarch calls on all parties, especially the relevant government agencies to work together towards achieving the country's aspiration for self-sufficiency through hard work.

The High Yielding Hybrid Sembada 188 Paddy Variety is hoped to further increase the country's self-sufficiency in rice from only around six percent in 2015 to around 22 percent next year. The measure show the country's determination to further raise self-sufficiency in local rice. His Majesty's willingness to practically come down to the field to harvest the paddy is clear proof of that determination.

In the message to His Excellency, His Majesty expressed his great appreciation for the warm and friendly relations shared between the two countries and people, and looked forward to strengthening these valued ties in the coming years, both bilaterally and internationally.

In ending the message, His Majesty prayed that Allah Subhanahu Wata'ala would bless His Excellency with continued good health and happiness, and the people of the Islamic Republic of Iran with continued progress and prosperity.

His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong were greeted by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri.

Upon arrival, His Majesty and Her Majesty Duli Raja Isteri, as well as His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong proceeded to Cheradi Laila Kenchana for the courtesy visit. Also present were His Majesty's sons, brothers, daughters and sister:

Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah ibni Sultan Haji Ahmad Shah Al-Musta'in Billah was sworn in as the 16th Yang di-Pertuan Agong of Malaysia on 31st January 2019 at Balairung Seri, Istana Negara in Kuala Lumpur.

The cordial and warm relations between both countries have long existed based in terms of history, politics and economy. The warm and close friendship and bilateral co-operation between the two countries which continued to become a catalyst for prosperity and mutual benefits.

Two-way communication which is the normal process of 'syura' or negotiations, exchange of views, information and ideas on each aspect should be implemented to ensure the agreed decisions are truly mature, precise and directed. Most importantly the decision should also have the blessings of Allah the Almighty. The matter was voiced by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister's Office during the 2019 Meeting Session Between the Prime Minister's Office and Departments under it with Members of the Legislative Council.


Yang Berhormat Awang Naim bin Haji Kamis as the Head of Members of the Legislative Council delegation in a return address touched on the role of the Prime Minister's Office as the coordinating centre among the civil service agencies and as the main agency that leads the Civil Service in the making and implementing of policies as well as implementing the Civil Service framework.


Yang Berhormat the Legislative Council Members were briefed by Permanent Secretaries at the Prime Minister's Office and later held a dialogue with the Prime Minister's Office.  In attendance were Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd. Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy as well as Datin Seri Paduka Dayang Hajah Elinda binti Haji C.A. Mohammad, Deputy Minister at the Prime Minister's Office.


In his closing speech, Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti hoped matters shared during the meeting would receive a positive response and that the delegation of the Yang Berhormat in particular and the Prime Minister's Office in general had gained more information and understanding. Smuggling at the country's border is seen as not only a subsidised goods wastage issue, but it also involves national security. Smuggling activities can contribute to an increase of crime when the goods smuggled into the country are not only products for the use of the local community, but also prohibited items such as drugs and firearms. It is the responsibility of the citizens and residents to together maintain the country's security from any matters or crime that can jeopardise the peace, harmony as well as security of the country to fulfil the demands of syariah maqasid or goals. These was among the contents of the dawn talk entitled 'The Issue of Smuggling and Role of the Public in Together Maintaining National Security' held early yesterday morning at Omar Ali Saifuddien Mosque in the capital.

The programme was jointly organised by the Ministry of Religious Affairs and Ministry of Finance and Economy through the Royal Customs and Excise Department and supported by the Prime Minister's Office.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces (RBAF) received in audience The Honourable Haji Mohamad bin Sabu, the Minister of Defence of Malaysia, who is in the country for his introductory visit. The audience ceremony took place yesterday afternoon at Istana Nurul Iman.

Also in attendance were Yang Berhormat Pehin Datu Lailaraja (Retired) Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Second Minister of Defence; Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of the RBAF; and Mrs. Rafedah binti Abd Aziz, Deputy High Commissioner of Malaysia to Brunei Darussalam. Brunei Darussalam and Malaysia have enjoyed a long history of defence cooperation that ranges from defence agreements, professional exchanges at all levels, to trainings and exercises across the Army, Navy, and Air Force. Both countries cooperate on various multilateral platforms which include the ASEAN Defence Ministers' Meeting (ADMM) and the ADMM-Plus, as well as through international peacekeeping operations such as the International Monitoring Team (IMT) in Mindanao and United Nations Interim Force in Lebanon (UNIFIL).

During the morning's Sovereign's Parade, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam commissioned 57 Officer Cadets from the 17th Intake of the Officer Cadet School, Defence Academy, Royal Brunei Armed Forces as Military Officers. His Majesty also awarded the Sword of Honour and other awards to the Best Officer Cadets in each field.

Upon arrival at the Defence Academy Parade Ground, RBAF, in Tanah Jambu, His Majesty was greeted by Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi Bin Haji Md Yussof, Second Minister of Defence and Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of the RBAF.

Also in attendance was His Majesty's son, His Royal Highness Captain (U) Pengiran Muda 'Abdul Mateen.

Shortly after arrival, His Majesty received the Royal Salute and inspected the static Guard of Honour mounted by 40 male Officer Cadets and 17 female Officer Cadets.

The Sovereign's Parade is the climax of the military training. It is a nark of achievement for all Offcier Cadets after successfully going through the intensive military training challenges with full dedication and commitment. They include 2 In-service intake of Officer Cadets and 2 'Professionally Qualified Officer (PQOs) Officer Cadets who have completed their 3-month training.

The RBAF as the country main pillar of defence always strives to improve and update its capabilities not only in the form of equipment, but more importantly in the level of skills, capability, professionalism and leadership quality. The Sovereign's Parade is proof of those efforts.

His Majesty then commissioned the Officer Cadets of the 17th Intake.

His Majesty awarded the Sword of Honour to Officer Cadet Muhammad Hidayatullah Sunazul Fikar bin Suip. The award bestowed by His Majesty is the highest honour for an Officer Cadet with the highest achievement in all aspects. The Officer Cadet is holder of the Al-Quran Memorising Special Degree and a Bachelor Degree in Takhassus Al-Quran and Al-Qiraat from UNISSA and Egypt's Ma'ahad Qiraat of Al-Azhar University and is appointed as the Head of 6th Platoon, B Company, the Second Battalion of the Royal Brunei Land Force. 

Meanwhile, Officer Cadet Mohammad Syafi'ie bin Othman has been selected as the recipient of the Best Academic Award. The holder of a Bachleor degree in Geo-Science from Universiti Brunei Darussalam is appointed as Trainee Officer on the KD Brunei, Darulaman of the Royal Brunei Navy.

Officer Cadet Muhammad Hamizan bin Haji Zaini was selected as the recipient of the Best Military Skills Award, based on his high overall achievement in all military skills subjects. The holder of a Bachelor of Engineering degree from Imperial College London has been appointed as Trainee Officer on KD Brunei, Brunei Darulehsan of the Royal Brunei Navy.

Officer Cadet Mohd Zulhaffiz Zarriq bin Ranee has been selected as the recipient of the Best in Physical Training Award. Holder of the Higher National Diploma in Computing, Laksamana College of Business is appointed as Analysis Officer C41 at the Defence Information Technology Unit of the Ministry of Defence.

Doa selamat was read by Comander Haji Ainolnizam bin Haji Ibrahim, Head of the RBAF Religious Department.

From the Parade Ground, His Majesty proceeded to the Ceremonial Hall of the RBAF Defence Academy for a luncheon. At the ceremony, the Monarch received a Pasambah in the form of a torch symbolising the inspirational source of the 17th intake of Officer Cadets in achieving excellent performance in every endeavour carried out with sincerity.

Also presented to His Majesty was the Book of the 17th Intake Officer Cadets' Journey that describes their experiences throughout the training. 

His Majesty then received 'junjung ziarah' or greetings from the officers and instructors of the cadet Offciers School, Defence Academy RBAF. During today's Sovereign's Parade, 34 Officer Cadets were Commissioned as Royal Brunei Land Force Officers, 10 as Officers of the Royal Brunei Navy and 13 as officers of the Royal Brunei Air Force. It is hoped the Officer Cadets would prepare themselves to be more efficient and committed in performing and implementing the duties entrusted upon them.

The completion of the Officer Cadets training increases the number of young leaders who will contribute to the continuance of the RBAF leadership. It is His Majesty's hope that all Officer Cadets would young successors of the RBAF leadership who are efficient, wise and professional in carrying out the great trust as the leaders of the country's Defence and Security Institution.  

The supportive parents and families are also proud of the success of the Officer Cadets in serving the country and people. The role and encouragement of the parents, guardians and family members also provide continuing motivation to them. Before leaving, His Majesty also signed a parchment. 

His Majesty's presence reflects His Majesty great attention and care towards the development and achievement of the Officer Cadet School, Defence Academy, RBAF.

His Excellency was previously Ambassador at the Headquarters of the Ministry of Foreign Affairs of the State of Qatar.

His Royal Highness then received in audience His Excellency Ajaneesh Kumar, High Commissioner of the Republic of India to Brunei Darussalam. His Excellency had held the post of Deputy Director General in the Indian Council of World Affairs (ICWA) in New Delhi.

His Royal Highness then received in audience His Excellency Emad bin Abdul Aziz bin Saad Al Muhanna, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Brunei Darussalam. His Excellency formerly served as Director of the Undersecretary Office for Protocol Affairs.

As an organisation that links the government and the people, the Information Department's role is to ensure the people truly understand and support government programmes and policies so that the policies are fully achieved. The Minister at the Prime Minister's Office highlighted the matter during a visit to the Information Department yesterday afternoon.


Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud also stressed that the Information Department should be aware of changes, reforms and revisions or updates that take place in the government and the private sectors.


Yang Berhormat also called on the department to pay serious attention on increasing efforts to improve the standard or quality of writing as well as recommended that the management of the department to always monitor the outcome of the writings.


In an earlier address, Awang Mawardi bin Haji Mohammad, the Acting Director of Information outlined the role, development and achievements of the department since its formation on the 1st of April 1952. As one of the agencies which disseminate official government information, the duty of the Information Department is to ensure the information it provides is up-to-date and correct.  


As the government mouthpiece in disseminating information and news on the policies, activities and programmes of the government, the Information Department continues to implement its vision and mission.


Among the department's achievements which can be seen today are innovative ones in the 'Easy To Reach' form where the official newspaper Pelita Brunei is available online every day in the digital or E-paper version and can be read by using the mobile phone. Other initiatives of the Information Department include spreading official information through social media such as Facebook, Instagram, Twitter, as well as the launch of the mobile application called 'InfoDeptBN'.


During the working visit to the Information Department, Yang Berhormat also launched the 'Pusat Rujukan Penerangan' or Information Reference Centre which was previously known as the Mini Reference Library. Formed in 1992, it was officially opened to the public especially researchers and students in February 1993 for the purpose of reference and research. The 'Pusat Rujukan Penerangan' provides documents, reference materials and information sources related to the affairs of Brunei Darussalam and other countries in print media form.


At the end of the visit, Yang Berhormat took a closer look at the Publishing and Graphics Section.  The Information Department now publishes 26 titles in Malay and 34 more in English. The products are also uploaded onto the department's website for the public to read and research.

Also present were the children of His Royal Highness, Yang Teramat Mulia Pengiran Muda 'Abdul Muntaqim; Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah AND Yang Teramat Mulia Pengiran Muda Muhammad Aiman. During the event, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah received Merit Certificate and Silver Pin in The Royal Academy of Dance (RAD) Exam Grade 1.


The Celebration of Dance features neo/classical ballet, contemporary and hip hop dance by the students from Studio Eleve. Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah performed in Greatest Showman Mix. In The Nutcracker performance, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah participated in Spanish Dance.


Studio Eleve has been operating since July 2018 and it operates both as a dance academy for children 3 years and above, and as a fitness centre for the grown-ups. The studio is also a registered RAD Ballet School, conducting ballet classes following RAD syllabus. The RAD society is one of the largest and most influential dance education and training organisations in the world with more than 13,000 members spread across 79 countries.

Islam teaches its ummah that every act carried out in the world must be accompanied with the intention of seeking blessings from Allah Subhanahu Wataala. This is because when blessings from Allah Subahanahu Wataala are seeked, all matters will proceed smoothly. This was the content of the Dawn talk during the 'Masjidku Makmur, Negara Berkat' programme yesterday morning.


The congregation included Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti  bin Haji Mohd Daud, Minister at the Prime Minister's Office; Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yussof, Permanent Secretary at the Ministry of Religious Affairs; Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office and Awang Haji Mohd Serudin bin Haji Timbang, Deputy Permanent Secretary at the Ministry of Religious Affairs. The talk entitled "Mencari Redha Allah" or Seeking Allah's Blessings was delivered by Mohamad Yusri bin Haji Abu Bakar, Imam of The Police Headquarters Surau in Gadong. The talk also clarified that a child is obligated to seek blessings from the parents first, because once the parents have given their blessings, only then will Allah Subahanahu Wataala bestow blessings upon them. The talk then explained that the blessings of Allah Subahanahu Wataala is the truest noble blessing and is the key to true happiness. The programme was jointly organised by the Ministry of Religious Affairs and the Royal Brunei Police Force.

As a sign of respect and commemorating the loyal deeds contributed throughout their service with the government, the Prime Minister's Office held a presentation of certificates of retirement for its officers and staff and from the departments under it who retired in 2018.


Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office in his speech among other matters touched on the importance and need of retirees to lead, which is still relevant and needed even after retirement. Retirees can also share their knowledge and experience as well as certain expertise to the new generation so that the country's desire to produce a leader with integrity, skills and quality can be achieved and at the same time upholding the government's desire to achieve Wawasan Negara 2035.


Certificates were presented by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office. 161 officers and staff who retired in 2018 received their certificates of retirement. Such a function acts as an appreciation of the retirees who have together gone through various challenges towards enhancing their productivity while in the positions of government officers and staff as well as contributing their services to the religion, nation and country. The function was held at the Banquet Hall, Prime Minister's Office Building.

The Audience Ceremony took place at Istana Nurul Iman. Accompanying Her Excellency was Her Excellency Yoon Hyun-bong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Brunei Darussalam; and His Excellency Yoon Soon-gu, Deputy Minister for Political Affairs in the Ministry of Foreign Affairs of the Republic of Korea.


Also present were Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof, Second Minister of Foreign Affairs; and Dayang Emaleen binti Abdul Rahman Teo, Permanent Secretary at the Ministry of Foreign Affairs. Diplomatic relations between Brunei Darussalam and the Republic of Korea was established on the 1st of June 1984. Since then, the two countries have been cooperating extensively in various fields including trade and investment, energy, infrastructure development, people-to-people exchanges and tourism.
