His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday afternoon presented Letters of Credence to newly appointed Brunei Darussalam envoys, and received Letters of Credence from newly appointed foreign envoys to Brunei Darussalam. The Ceremonies took place at Istana Nurul Iman.


His Majesty first presented the Letter of Credence to Her Excellency Dayang Hajah Masurai binti Haji Masri, Permanent Representative of Brunei Darussalam to the United Nations in Geneva, Swiss Confederation. Previously, Her Excellency held the post of High Commissioner of Brunei Darussalam to the People's Republic of Bangladesh.


This was followed by Her Excellency Dayang Hajah Noor Qamar binti Haji Sulaiman, Permanent Representative of Brunei Darussalam to the United Nations in New York, United States of America. Her Excellency previously held the post of Senior Special Duties Officer at the Ministry of Foreign Affairs.


Next was Her Excellency Pengiran Hajah Rooslina Weti binti Pengiran Haji Kamaluddin, High Commissioner of Brunei Darussalam to the United Kingdom. Previously, Her Excellency held the post of Acting High Commissioner of Brunei Darussalam to the United Kingdom.


Lastly, His Excellency Awang Haji Adnan bin Haji Mohd. Ja'afar, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Democratic Republic of Timor-Leste. Previously, His Excellency held the post of Deputy Permanent Secretary at Ministry of Foreign Affairs and Trade.


His Majesty then received Letter of Credence from His Excellency Jassim Ali Abdullah Al Obaidli, Ambassador Extraordinary and Plenipotentiary of the State of Qatar to Brunei Darussalam.


Also presenting the Letter of Credence to His Majesty was His Excellency Ajaneesh Kumar, High Commissioner of the Republic of India to Brunei Darussalam.


Next was His Excellency Emad bin Abdul Aziz bin Saad Al Muhanna, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Brunei Darussalam.


His Majesty then received in audience Permanent Representative of Brunei Darussalam to the United Nations in Geneva, Swiss Confederation; Representative of Brunei Darussalam to the United Nations in New York, United States of America; High Commissioner of Brunei Darussalam to the United Kingdom; and the Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Democratic Republic of Timor-Leste.


His Majesty next received in separate audiences the newly-appointed envoys to Brunei Darussalam, starting with His Excellency Jassim Ali Abdullah Al Obaidli, Ambassador Extraordinary and Plenipotentiary of the State of Qatar to the country. His Excellency previously served as Ambassador at the Headquarters of the Ministry of Foreign Affairs of the State of Qatar.


Next, His Majesty received in audience His Excellency Ajaneesh Kumar, High Commissioner of the Republic of India to Brunei Darussalam. His Excellency formerly served as Deputy Director General in the Indian Council of World Affairs in New Delhi.


Lastly, His Majesty received His Excellency Emad bin Abdul Aziz bin Saad Al Muhanna, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Brunei Darussalam. His Excellency formerly served as Director of the Undersecretary Office for Protocol Affairs. Also present at the Audience ceremonies was Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd. Yusof, Second Minister of Foreign Affairs.

As an organisation that links the government and the people, the Information Department's role is to ensure the people truly understand and support government programmes and policies so that the policies are fully achieved. The Minister at the Prime Minister's Office highlighted the matter during a visit to the Information Department yesterday afternoon.


Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud also stressed that the Information Department should be aware of changes, reforms and revisions or updates that take place in the government and the private sectors.


Yang Berhormat also called on the department to pay serious attention on increasing efforts to improve the standard or quality of writing as well as recommended that the management of the department to always monitor the outcome of the writings.


In an earlier address, Awang Mawardi bin Haji Mohammad, the Acting Director of Information outlined the role, development and achievements of the department since its formation on the 1st of April 1952. As one of the agencies which disseminate official government information, the duty of the Information Department is to ensure the information it provides is up-to-date and correct.  


As the government mouthpiece in disseminating information and news on the policies, activities and programmes of the government, the Information Department continues to implement its vision and mission.


Among the department's achievements which can be seen today are innovative ones in the 'Easy To Reach' form where the official newspaper Pelita Brunei is available online every day in the digital or E-paper version and can be read by using the mobile phone. Other initiatives of the Information Department include spreading official information through social media such as Facebook, Instagram, Twitter, as well as the launch of the mobile application called 'InfoDeptBN'.


During the working visit to the Information Department, Yang Berhormat also launched the 'Pusat Rujukan Penerangan' or Information Reference Centre which was previously known as the Mini Reference Library. Formed in 1992, it was officially opened to the public especially researchers and students in February 1993 for the purpose of reference and research. The 'Pusat Rujukan Penerangan' provides documents, reference materials and information sources related to the affairs of Brunei Darussalam and other countries in print media form.


At the end of the visit, Yang Berhormat took a closer look at the Publishing and Graphics Section.  The Information Department now publishes 26 titles in Malay and 34 more in English. The products are also uploaded onto the department's website for the public to read and research.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab'Rahaman yesterday afternoon attended a Celebration of Dance featuring Tchaikovsky's The Nutcracker at Serambi Suluh, Tarindak D' Seni.


Also present were the children of His Royal Highness, Yang Teramat Mulia Pengiran Muda 'Abdul Muntaqim; Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah AND Yang Teramat Mulia Pengiran Muda Muhammad Aiman. During the event, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah received Merit Certificate and Silver Pin in The Royal Academy of Dance (RAD) Exam Grade 1.


The Celebration of Dance features neo/classical ballet, contemporary and hip hop dance by the students from Studio Eleve. Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah performed in Greatest Showman Mix. In The Nutcracker performance, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah participated in Spanish Dance.


Studio Eleve has been operating since July 2018 and it operates both as a dance academy for children 3 years and above, and as a fitness centre for the grown-ups. The studio is also a registered RAD Ballet School, conducting ballet classes following RAD syllabus. The RAD society is one of the largest and most influential dance education and training organisations in the world with more than 13,000 members spread across 79 countries.

Islam teaches its ummah that every act carried out in the world must be accompanied with the intention of seeking blessings from Allah Subhanahu Wataala. This is because when blessings from Allah Subahanahu Wataala are seeked, all matters will proceed smoothly. This was the content of the Dawn talk during the 'Masjidku Makmur, Negara Berkat' programme yesterday morning.


The congregation included Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti  bin Haji Mohd Daud, Minister at the Prime Minister's Office; Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yussof, Permanent Secretary at the Ministry of Religious Affairs; Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office and Awang Haji Mohd Serudin bin Haji Timbang, Deputy Permanent Secretary at the Ministry of Religious Affairs. The talk entitled "Mencari Redha Allah" or Seeking Allah's Blessings was delivered by Mohamad Yusri bin Haji Abu Bakar, Imam of The Police Headquarters Surau in Gadong. The talk also clarified that a child is obligated to seek blessings from the parents first, because once the parents have given their blessings, only then will Allah Subahanahu Wataala bestow blessings upon them. The talk then explained that the blessings of Allah Subahanahu Wataala is the truest noble blessing and is the key to true happiness. The programme was jointly organised by the Ministry of Religious Affairs and the Royal Brunei Police Force.

As a sign of respect and commemorating the loyal deeds contributed throughout their service with the government, the Prime Minister's Office held a presentation of certificates of retirement for its officers and staff and from the departments under it who retired in 2018.


Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office in his speech among other matters touched on the importance and need of retirees to lead, which is still relevant and needed even after retirement. Retirees can also share their knowledge and experience as well as certain expertise to the new generation so that the country's desire to produce a leader with integrity, skills and quality can be achieved and at the same time upholding the government's desire to achieve Wawasan Negara 2035.


Certificates were presented by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office. 161 officers and staff who retired in 2018 received their certificates of retirement. Such a function acts as an appreciation of the retirees who have together gone through various challenges towards enhancing their productivity while in the positions of government officers and staff as well as contributing their services to the religion, nation and country. The function was held at the Banquet Hall, Prime Minister's Office Building.

The Audience Ceremony took place at Istana Nurul Iman. Accompanying Her Excellency was Her Excellency Yoon Hyun-bong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Brunei Darussalam; and His Excellency Yoon Soon-gu, Deputy Minister for Political Affairs in the Ministry of Foreign Affairs of the Republic of Korea.


Also present were Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof, Second Minister of Foreign Affairs; and Dayang Emaleen binti Abdul Rahman Teo, Permanent Secretary at the Ministry of Foreign Affairs. Diplomatic relations between Brunei Darussalam and the Republic of Korea was established on the 1st of June 1984. Since then, the two countries have been cooperating extensively in various fields including trade and investment, energy, infrastructure development, people-to-people exchanges and tourism.

Yang Berhormat Dayang Nik Hafimi binti Abdul Haadii as the Chairman of the Competition Commission of Brunei Darussalam, effective from the 28th of Rabiulawal 1440H corresponding to the 6th of December 2018. The Competition Commission of Brunei Darussalam was established on the 1st of August 2017, as an independent body with the mandate to promote business competition in Brunei Darussalam through the enforcement of the Competition Order 2015, towards enhancing market efficiency and consumer welfare in the country.

The strict enforcement of criminal law has made Brunei Darussalam one of the safest countries in the world. However, the judiciary should be aware of justice in the administration of criminal justice. The Honourable Dato Paduka Steven Chong Wan Oon, the Chief Justice outlined the matters at 'The Opening of the Legal Year 2019' at the Supreme Court in Bandar Seri Begawan, yesterday morning. The Honourable added that the Judiciary will undertake reforms to enhance the quality of the justice delivery system. He said timeliness will be the court's priority and that efficiency must become the norm in the administration of the courts.


The Opening of Legal Year began with the Chief Justice inspecting a guard of honour mounted by personnel of the Royal Brunei Police Force.


Touching on reforms in justice, the Chief Justice said a target has been set for the delivery of judgements by Judges, Magistrates and Registrars of one month in general and not exceeding 3 months in complex cases after the closing of submissions.


The Chief Justice also touched on various initiatives implemented by the Judiciary including Mediation. The Honourable said mediation as a non-confrontational and more harmonious way of resolving disputes continues to be offered as an alternative dispute mechanism by the courts.


The Chief Justice also announced that the Judiciary has embarked on a project to produce a Bench Book containing guideline cases on a range of offences to provide assistance to Judges and Magistrates in discharging their sentencing function.


The Honourable also commended the Law Society for its effort in expanding pro bono services to enhance access to justice. The Honourable encourage all members of the Bar to volunteer their services and to use their training to serve the disadvantaged and vulnerable members for the public interest. The Opening of the Legal Year 2019 was also attended by Yang Berhormat Pehin Orang Kaya Laila Setia Bakti Diraja Dato Laila Utama Haji Awang Isa bin Pehin Datu Perdana Manteri Dato Laila Utama Haji Awang Ibrahim, the Special Adviser to His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam and Minister at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office; and Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Awang Haji Salim bin Haji Besar, Chief Syarie Judge. The Opening of the Legal Year is an annual gathering that brings together all members of Brunei Darussalam's legal community.

Authority Monetary Brunei Darussalam acts as the central bank in Brunei Darussalam, to achieve and maintain domestic price stability; ensure the stability of the financial system as well assisting in the establishment and function of efficient payments systems as well as to foster and develop a sound and progressive financial services sector. This afternoon, Authority Monitory Brunei Darussalam, AMBD held a Kesyukuran Ceremony in Conjunction with the 8th Anniversary of its establishment. The function took place at Hassanal Bolkiah Mosque in Kampung Perpindahan Mentiri.


Present was Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Abu Bakar bin Haji Apong, Minister of Home Affairs as the Deputy Chairman of the AMBD Board of Directors. Towards achieving Wawasan Negara 2035, AMBD has trained and developed a number of young professionals to become experts in various fields among them supervision, Islamic finance and economy by promoting continuous learning for officers and staff of AMBD. Also present were Yang Berhormat Dato Seri Setia Doctor Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office and Dayang Zuraini binti Haji Sharbawi, Solicitor General.

The Public Service Department is urged to re-assess the added value of achievements in carrying out the department's roles and responsibilities, including in the civil service framework projects, leadership development, succession planning, human resources audits, plans on training requirement in the civil service, work ethics, discipline and integrity. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office made the call during a visit to the department yesterday morning.


Yang Berhormat urged the department to review the current policies and regulations and ensure that they are still relevant. Yang Berhormat emphasised that any reformation plans should take into account the views from stakeholders based on the Malay, Islamic Monarchy concept.  Database, Yang Berhormat stressed, should always be updated and stored in a systematic manner to facilitate monitoring and planning.


The visit aimed to give opportunities for the department's offices to interact and exchange ideas, particularly on development, progress and well-being of the department's employees.  During his visit, Yang Berhormat took a closer look at the sections available at the Public Service Department. Yang Berhormat launched the "Civil Servant Digitisation Service Record" project. The Minister at the Prime Minister's Office also witnessed the Public Service Department's Development Programme Plan; Civil Service Leadership Pipeline (CSLP) Handbook as well as the Public Service Portal.  At the Recruitment and Training Administration Section, Yang Berhormat launched the In-Service guidance book.


Yang Berhormat also visited the Research and Economic Development Division at the Brunei Economic Development Board (BEDB) building at Jalan Kumbang Pasang, whose role is to carry out research on service terms as well as policy making towards enhancing the effectiveness and efficiency of public service.  The visit ran concurrently with the launch of Guide book and Procedures for Human Resource Auditing for the Brunei Darussalam's Government Agencies by Yang Berhormat.  Also in attendance were Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office; Pengiran Datin Shazainah Binti Pengiran Dato Paduka Shariffuddin, Permanent Secretary (for International) at the Prime Minister's Office; Pengiran Hajah Siti Nirmala binti Pengiran Haji Mohammad, Deputy Permanent Secretary (for Economy and Finance) at the Prime Minister's Office AND Doctor Awang Norfarizal bin Othman, Acting Director General of Public Service.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to His Excellency U Win Myint, President of the Republic of the Union of Myanmar and Her Excellency Daw Aung San Suu Kyi, State Counsellor and Minister of Foreign Affairs of the Republic of the Union of Myanmar as well as the Government and people of the Republic of the Union of Myanmar on the occasion of the 71st Independence Day of the Republic of the Union of Myanmar.


In the message to His Excellency U Win Myint, President of the Republic of the Union of Myanmar, His Majesty states that Brunei Darussalam and the Republic of the Union of Myanmar and its people have enjoyed close friendship since the establishment of diplomatic relations 25 years ago. Through these much-valued relations, both countries have benefited many areas of cooperation and His Majesty looks forward to strengthening these important ties in the years ahead.


In a similar message to Her Excellency Daw Aung San Suu Kyi, State Counsellor and Minister of Foreign Affairs of the Republic of the Union of Myanmar, His Majesty greatly appreciated the long-standing friendship and close cooperation between the countries and its people and looks forward to renewed opportunities in further strengthening the existing ties bilaterally and regionally.


In ending the messages, His Majesty extends his kind regards to His Excellency U Win Myint, President of the Republic of the Union of Myanmar and Her Excellency Daw Aung San Suu Kyi, State Counsellor and Minister of Foreign Affairs of the Republic of the Union of Myanmar as well as for its people on this happy occasion.

The Royal Brunei Police Force are urged to make a culture of making changes and reforms in tackling the challenges of duties carried out. This includes changes and reforms from the aspects of implementation, approaches, characteristics and behaviour in carrying out daily duties to further enhance the work quality for better efficiency and efficacy which can complete duties and solve criminal cases in a short time. The Minister at the Prime Minister's Office stressed that any changes and reforms carried out must be shared and understood by officers at all levels, from the top until the lower ranks to ensure it is easily implemented in a proper manner to achieve better results. The matter was shared by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud during a working visit to the Royal Brunei Police Force Headquarters yesterday morning in conjunction with the 98th Police Day.


In matters related to the storage of files and data namely the Database, Yang Berhormat urged for it to be updated from time to time and stored systematically especially for criminal cases that will be brought for a court hearing.  With an efficient and latest Database, it can be shared with other enforcement agencies for collaborations in eradicating crime in the country.


Touching on the Village Neighbourhood Watch, Yang Berhormat urged the Royal Brunei Police Force to continue to work closely with the neighbourhood watches in villages to together maintain security in the country's villages aside from exploring reforms that can be carried out to ensure the village neighbourhood watch can assist and achieve the objectives.  This includes reviewing activities related to neighbourhood watches from time to time as well as monitoring town areas and business premises.  The safety of the neighbourhood watch members also need to be given attention and if needed to be provided with basic self-defence and safety training.


To take a closer look at the Royal Brunei Police Force's organisation structure, the Minister at the Prime Minister's Office continued the visit to several police buildings.  The high commitment of the Royal Brunei Police Force in eradicating crime in the country has raised public trust of the authorities in fighting crime.  Also present were Dato Paduka Seri Awang Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, Commissioner of the Royal Brunei Police Force, and Dato Seri Pahlawan Haji Mohammad Irwan bin Haji Hambali, Deputy Commissioner of the Royal Brunei Police Force.

In welcoming the New Year 2019, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam calls on the country's citizens and residents to further strengthen their determination and effort to become a community with integrity which is more proactive and productive in facing future challenges. In In the titah broadcast to the nation by Radio Television Brunei earlier tonight, the Monarch also highlights the goal of achieving self-sufficiency in agricultural output. On this matter, His Majesty expresses the hope that all the relevant parties in the government will strive to accomplish it with any excuse that could delay it.


On the economy, His Majesty says the projection is for much better growth in 2019. However, His Majesty warns the country should not be complacent and satisfied easily because there are still many challenges to face. Among the main ones today is the Fourth Industrial Revolution.

In his message to His Majesty Akihito, Emperor of Japan, His Majesty and the people of Brunei Darussalam joined His Majesty in wishing His Majesty Akihito, Emperor of Japan and members of the Imperial Family, the Government as well as the people of Japan on this auspicious occasion.


Meanwhile, in a similar message to His Excellency Shinzo Abe, Prime Minister of Japan, His Majesty expressed that Brunei Darussalam and Japan enjoyed a warm friendship and close cooperation in many important fields, and looked forward to continue working closely with His Excellency to strengthen the valuable ties in the years to come both bilaterally, as well as through regional partnerships and international fora.


In ending the messages, His Majesty conveyed his kind regards and best wishes to His Majesty Emperor Akihito and Her Majesty Empress Michiko, for Their Majesties continued good health and happiness as well as to His Excellency Shinzo Abe, Prime Minister of Japan and the people of Japan for a joyous celebration.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to the increase of Cost of Living Allowance, including Passage Allowance for students studying in the United Kingdom and Ireland at the Bachelor, Master's and PhD levels under the scholarships of the Ministry of Education, Human Resource Fund, the Supreme Commander of the Royal Brunei Armed Forces and the Royal Brunei Armed Forces. In his Titah, the Monarch says the raise in the allowance is effective of 1st January 2019. His Majesty delivered the Titah during the Get-together with Citizens and Residents of Brunei Darussalam currently in the United Kingdom and Ireland as well as the conferment of the Universiti Brunei Darussalam Scholarship 'The Chancellor's Scholar'. The ceremony took place at the London Hilton on Park Lane in London.  Highlighting that some students on Government Scholarships have refused to return home and serve their country, His Majesty urges the relevant parties to consider firm measures for action against such students in line with the agreement agreed when they received the scholarships. The Monarch stresses the students should return to the country to share the responsibility of nation building after completing their studies.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Deputy Sultan graced the Closing Ceremony of the 1st ASEAN Rover Moot yesterday. His Royal Highness also officiated the presentation of the Highest Awards in Venture Scouts and Rover Scouts to 25 members of the Brunei Darussalam Scouts Association. The function took place at the Youth Centre in Bandar Seri Begawan.

Upon arrival, His Royal Highness as the Chief Scout of the Brunei Darussalam Scouts Association, was greeted by Yang Berhormat Dato Seri Setia Doctor Haji Mohammad Isham bin Haji Jaafar, Minister of Health as the Acting Minister of Culture, Youth and Sports and Awang Haji Metusin bin Orang Kaya Sura Haji Tuba, President of the Brunei Darussalam Scouts Association.

The function began with the reading of Surah Al-Fatihah by Awang Muhammad Najib bin Abdul Hamid, Acting Commissioner of Religious Section of the Brunei Darussalam Scouts Association Headquarters.

The President of the Brunei Darussalam Scouts Association in his welcoming speech among other matters said that the activities carried out during the Rover Moot ran smoothly as planned.

The gathering's theme of 'One ASEAN, One Community in Scouting' can be portrayed in 4 activity categories towards a sustainable development goal. Awang Haji Badar bin Haji Awang Ali, Chief Commissioner of the Brunei Darussalam Scouts Association as the Camp Commandant presented 4 activity categories namely exploration and physical, culture and arts, community service and environment. He added that the gathering with the Out Reach concept conducted simultaneously in the four districts, has provided the participants and local communities to interact directly in various fields in country's community life.

At the function, His Royal Highness presented the Sultan Scout Award, the Baden Powel Award and Scout of the World Award. The Sultan Scout Award was presented to 12 Venture Scouts of the Brunei Darussalam Scouts Association. It is the highest award for Venture Scouts. Recipients of the Sultan Scout Badge are those who are eligible and recognised by the Brunei Darussalam Scouts Association after they have completed a course and tests among them Venture Scouts leadership, First Aid as well as carrying out more than 48 hours of community service.

8 members received the Baden Powell Award which is the first to be awarded to members of the Brunei Darussalam Scouts Association. The award recipient criteria are passes in 4 badges in the Rover Scout Training Scheme including the nationhood badge which is directed to the Malay Islamic Monarchy concept. Apart from that recipients need to obtain badges covering physical, scout and life skills, entrepreneurship and service.

5 members received the Scout of the World Award which is also the first to be awarded to members of the Brunei Darussalam Scouts Association. The award is a World Scout Movement Programme focusing on Rover Scouts globally. Three core matters contained in the award are environment, development and peace.

His Royal Highness then presented certificates of participation to the contingents that took part in the 1st ASEAN Rover Moot in Brunei Darussalam. The gathering was participated by 350 rover scouts from ASEAN member countries and the Asia Pacific Region aged between 18 to 26 years.

The 1st ASEAN Rover Moot saw participation from the host country, Brunei Darussalam, Malaysia, Republic of Indonesia, Republic of Singapore, Cambodia, Philippines, Thailand and Vietnam.  The activities carried out throughout the 1st ASEAN Rover Moot, have been beneficial to the participants. Aside from broadening the mind, it also provides knowledge on leadership which can build up self-confidence in the participants.

His Royal Highness then officiated the Closing of the 1st ASEAN Rover Moot.

Doa Selamat was read by Awang Muhammad Najib bin Abdul Hamid.

Such a gathering which successfully gathered youths from ASEAN Rover Scouts, is held in conjunction with the 85th Anniversary of the Scout Movement in the country and the 100th anniversary of World Rover Scout Movement.

Prior to departure, His Royal Highness received Junjung Ziarah and mingled with the participants. With the success of this year's scouts gathering, the Brunei Darussalam Scouts Association is hoped to continue to be entrusted with the organisation of bigger gatherings at the regional and international levels. This effort will continue to give encouragement to the younger generation of calibre in providing their service to the community and country through scouting activities.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has also consented to the appointment of the following officers as Permanent Secretary and Deputy Permanent Secretaries:

1) Yang Mulia Awang Haji Muhammad Nazri bin Haji Muhammad Yusuf, Director of Civil Aviation as Permanent Secretary, Ministry of Transport and Infocommunications.

2) Yang Mulia Pengiran Mohd Amirrizal bin Pengiran Haji Mahmud, Director of Land Transport as Deputy Permanent Secretary (Transport, Research and Development), Ministry of Transport and Infocommunications.

The event which coincides with 85 years of scouting in the country and the Centenary celebration of the World Rover Scouts movement, gathered around 350 Rover Scouts between 18 years to 26 years oldfrom ASEAN countries and the Asia Pacific Region. The ceremony was held at the Youth Centre in Bandar Seri Begawan.

Upon arrival, His Majesty who is the Patron of the Brunei Darussalam Scouts Association and the Honorary Patron of the World Scouts was welcomed by Yang Berhormat Dato Seri Setia Doctor Haji Mohammad Isham bin Haji Jaafar, the Minister of Health as the Acting Minister of Culture, Youth and Sports; Awang Haji Metusin bin Orang Kaya Sura Haji Tuba, the President of the Brunei Darussalam Scouts Association; and Haji Awang Badar bin Haji Awang Ali, Chief Commissioner of the Brunei Darussalam Scouts Association.

Accompanying His Majesty were His Majesty's sons and sister, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office as the Chief of Scouts of the Brunei Darussalam Scouts Association,

The ceremony began with the reading of Surah Al-Fatihah and Doa Selamat led by Awang Muhammad Najib bin Abdul Hamid, Acting Commissioner of Religious Division, Brunei Darussalam Scouts Association Headquarters.

The 1st ASEAN Rover Moot 2018 which involves Malaysia, the Republic of Indonesia, the Republic of Singapore, Cambodia, the Philippines, Thailand, Vietnam and the host nation carries the theme, 'one ASEAN, One Community In Scouting.'

The President of the Brunei Darussalam Scouts Association in his welcoming address touched on the planned implementation of future activities organised by the association at the Asia Pacific, ASEAN and Borneo levels.

His Majesty then officiated the 1st ASEAN Rover Moot. Organising the ASEAN Rover Moot in the country is the result of consensus among members of the Association and the ASEAN Scouts Regional Cooperation Organisation during a conference in Davao, the Philippines in November last year. The Rover Scout is one of the most important Scouts groups formed by the Founder of the Scouts Movement, Lord Baden Powell at the beginning of 1918, eleven years after the founding of the World Scouts Movement on 1st of August 1907. The motto of the Rover Scouts is "To Serve."

During the ceremony, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam conferred the Highest Decorations of the Brunei Darussalam Scouts Movement to six Scout Leaders from the association. Out of the six, two members of the Scouts Association who gave excellent services and were involved directly in the country's Scouts movement were conferred with the Bintang Rakis, the Second Highest Award of the Brunei Darussalam Scouts Association. The recipients are Awang Haji Yahya bin Haji Yusof, the Former Commissioner of Training and Haji Awang Damit bin Haji Awang Chuchu, the Second Vice-President of the Brunei Darussalam Scouts Association.

The Gold First Class Bintang Jasa Cemerlang was awarded to Haji Awang Badar bin Haji Awang Ali, the Chief Commissioner of the Brunei Darussalam Scouts Association.

The Silver Second Class Bintang Jasa Cemerlang was awarded to 3 members of the Scouts Association who gave excellent services in the country's and international scouts movements. The recipients are Awang Haji Othman bin Durani, Tree Planting Project Manager of the Brunei Darussalam Scouts Association; Awang Haji Mohd Zali bin Haji Arsad, the Chief Executive Officer and Awang Haji Zainuddin bin Haji Jaafar, the Former Secretary General.

Eleven foreign Scout leaders who also gave excellent services in the friendly relations with the country's Scouts Association received the International Friendship Award of the Brunei Darussalam Scouts Association.

His Majesty also presented souvenirs to the Heads of the participating contingents. His Majesty then received a Pasambah.

The participants have been delegated to the four districts and will participate in the central and district level activities. The six day gathering aims to mould the personality and identity of the youth through community activities, foster and strengthen relations and friendship between the country Rover Scouts and their peers from the ASEAN and Asia Pacific Regions. Its other objectives include sharing knowledge and experience besides interacting directly among the Rover Scouts as well as introducing socio-culture of the countries and Brunei Darussalam as a tourist destination.

​The 'Masjidku Ma'mur, Negara Berkat' programme welcomes congregants to further enliven the mosque and perform the mass Fardhu Subuh prayer together. This week, the programme was organised by the Ministry of Religious Affairs with the support of the Prime Minister's Office. The programme was conducted early yesterday morning at the Omar 'Ali Saifuddien Mosque in the capital. 

The programme began with the mass Fardhu Subuh prayer. Among present were Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar, Deputy Minister of Religious Affairs; Awang Haji Roslan bin Haji Taja'ah, Permanent Secretary at the Prime Minister's Office; and Awang Haji Mohd Serudin bin Haji Timbang, Deputy Permanent Secretary for Policy and Religion at the Ministry of Religious Affairs. The programme ran concurrently with a tazkirah or short talk titled 'Mema'murkan Masjid Mendatangkan Redha Ilahi', delivered by Doctor Haji Ismuhadi bin Haji Abdullah from the Islamic Da'wah Centre.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam this morning consented to officiate the High Yielding Hybrid Variety Paddy Planting Ceremony at the Wasan Agricultural Development Area, KKP Wasan in Mukim Pengkalan Batu in the Brunei-Muara District. The event was held in conjunction with His Majesty's 72nd Birthday anniversary. 

The country records yet another milestone in its effort to increase self-sufficiency in rice. Planting the High Yielding Hybrid Variety paddy is a step further in answering His Majesty's call for the formulation and implementation of a National Agriculture strategic plan and policy to ensure food security for the country's people.

Upon arrival at KKP Wasan, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was greeted by Yang Berhormat Dato Seri Setia Awang Haji Ali bin Apong, the Minister of Primary Resources and Tourism, as well as the Permanent Secretaries and Deputy Permanent Secretaries at the Ministry of Primary Resources and Tourism. 

Also in attendance were His Majesty's sons, His Royal Highness Prince 'Abdul Malik and His Royal Highness Prince 'Abdul Mateen.

Shortly after arriving at the KKP Wasan paddy field, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was briefed on the development of the country's paddy industry and on increasing paddy productivity through hybrid paddy. The briefing was delivered by Dayang Khairunnisa binti Haji Omar Ali, Agronomist at the Agriculture and Agrifood Department, Lieutenant Colonel (Rtd) Awang Haji Mohd Shahlan bin Hidup, Chairman of the Koperasi Setia Kawan, (KOSEKA); and  Awang Haji Yakub bin Haji Othman, Chief of the Paddy Planting Field Project of Mukim Pengkalan Batu Consultative Council. The trend in the production of local paddy has shown a very encouraging increase. Since the last decade, the yield increased from 911 metric tonnes in 2008 to 1,527 metric tonnes in 2017. However, production decreased in 2016 and 2017 compared the previous years. This was due to a prolonged drought. 

Hybrid paddy is produced by cross-breeding two different main varieties of paddy. The cross-breeding produces the hybrid paddy which has different characteristics and produces a higher yield compared to the original variety because of the hybrid fertility phenomenon called Heterocyst.

The ceremony began with the recital of Surah Al-Fatihah and Doa Selamat by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Dr. Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

After that, His Majesty was invited to plant with a paddy transplanter at the High Yielding Hybrid Variety Paddy at the KOSEKA paddy field. 

The presentation of Salawat Ibrahimiyah upon Prophet Muhammad Sallallahu Alaihi Wassalam by students of the Sultan Haji Hassanal Bolkiah Tahfiz Al-Quran Institute echoed as the Monarch planted the paddy which is known as the Padi Sembada 188.

Joining His Majesty in planting the Padi Sembada 188 were His Royal Highness Prince 'Abdul Malik and His Royal Highness Prince 'Abdul Mateen.

Padi Sembada 188 is a paddy variety identified from the Research Cooperation Project between the Agriculture and Agrifood Department and Indonesia's Syarikat PT. Blogene Plantation which has been implemented for three seasons that started in May 2016 and ended in March this year. Through the research it was established that Padi Sembada 188 is capable of an average yield of 5 to 6 metric tonnes per season. Also present were Cabinet Ministers, Deputy Ministers, Heads of Diplomatic Envoys and Legislative Council members.

The Padi Sembada 188 seeds were imported from the Republic of Indonesia through Yaz and Wyn Enterprise, a local company which has been appointed as the sole supplier in the country. The planting of the hybrid paddy involves a 35 hectares area manned by KOSEKA and the Mukim Pengkalan Batu Consultative Council. Last year the production of local paddy from the four districts involved a 1,300  hectares area, totalling more than 2,300 metric tonnes, while the production of local rice totalled more than 1,500 metric tonnes. 

The demand for rice which is the country's staple food will grow in tandem with population growth which average one percent a year. Planting the high yielding hybrid paddy is intended to increase the country's self-sufficiency in rice from only 6% in 2015 to around 22% by 2020.

His Majesty also consented to receive junjung ziarah by the farmers. Exploring the agriculture sector is among the country's efforts towards economic growth because it is vital to life and plays an important role in building civilisation. For a country which receives much rain and has vast unexplored land areas, exploring agriculture, especially planting paddy is a wise step towards the country's self-sufficiency requirements. Hence, all parties, in particular, the relevant government agencies should work together towards realising the country's aspiration for self-sufficiency with their own hard work.  

His Majesty then visited the IBTE Agro-Technology Campus in Kampung Wasan and toured a mini exhibition which among other things showcased a number of courses offered at the campus. The IBTE Wasan campus currently offers 10 courses, among them the NTEC in Aquaculture, food processing, as well as the HNTEC in Pharmaceutical Technician and Science Laboratory. 

His Majesty's itinerary ended with a luncheon at the IBTE Agro-Technology Campus multi-purpose hall. 

Prior to leaving the venue, His Majesty received junjung ziarah by the event's committee.

The championship was held at the Multi-purpose Hall of Centrepoint Hotel in Gadong.

Also in-attendance were His Royal Highness the Crown Prince's son and daughter, Yang Teramat Mulia Pengiran Muda 'Abdul Muntaqim and Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah.

Participating in the Under-14 Boys Individual category was Yang Teramat Mulia Pengiran Muda 'Abdul Muntaqim. In the match, Yang Teramat Mulia defeated Mohd Daffa Dany Ali Hussin in straight sets, 21-10, 21-18 and at the same time, advanced to the quarter finals. The championship which began on the 18th of August competed 8 categories, namely Male 'A' and 'B' Doubles category, veteran doubles, mixed doubles, individual male and female category as well as the Under-14 and 18 Boys Individual. The championship which will end this Saturday is participated by 363 players.

At Istana Nurul Iman, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam graced the Hari Raya Aidil Adha celebration this morning. At the ceremony, His Majesty and Her Majesty Duli Raja Isteri presented the sacrificial meats to special recipients. 

Upon arrival, His Majesty and Her Majesty Duli Raja Isteri were greeted by the Co-Chairmen and members of the working committee for the Rites of Sacrifice for His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam as well as His Majesty's family and the Hari Raya Aidiladha Celebration at Istana Nurul Iman for this year.

Also in attendance were His Majesty's children, brothers and sisters, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah; His Royal Highness Prince 'Abdul Malik and Yang Amat Mulia Pengiran Anak Isteri Pengiran Raabi'atul 'Adawiyyah; His Royal Highness Prince 'Abdul Wakeel; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Jefri Bolkiah; Her Royal Highness Princess Hajah Rashidah Sa'adatul Bolkiah; Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah; Her Royal Highness Princess Hajah Hafizah Sururul Bolkiah; and Her Royal Highness Princess Ameerah Wardatul Bolkiah. 

Also present were, Her Royal Highness Princess Hajah Masna; Her Royal Highness Princess Hajah Amal Umi Kalthum Al-Islam and Her Royal Highness Princess Hajah Noor Ehsani as well other members of the royal family. 

The Hari Raya Takbir praising and glorifying the Greatness and Oneness of Allah Subhanahu Wata'ala resounded at Istana Nurul Iman shortly after the arrival of His Majesty and Her Majesty Duli Raja Isteri. The Hari Raya Takbir was presented by officers and staff of Government Departments, Religious Teachers, students of Institutes of Higher Learning and members of associations. 

The holy verses of Al-Quran, surah Al-Baqarah was read by Awang Mohd Auni Marzuqi bin Haji Anuar, a student of the Aliyah Qiraat Diploma from Sultan Haji Hassanal Bolkiah Tahfiz Al-Quran Institute, who represented the country at the 11th Edition of Mohammed the Sixth International Award of Psalmody of the Holy Quran in Casablanca, Morocco, among other matters stressed on the practise of always remembering Allah Subhanahu Wata'ala with the tahmid, supplications, tahlil, tasbih and istighfar which should be increased and empowered by muslims during the Hari Raya Aidiladha celebration and Tasyrik days.

Glorifying the Aidiladha celebration is one of the prominent Islamic eminence which contains within it teachings from the sacrifice and patience of Prophet Ibrahim 'Alaihissalam and Prophet Ismail 'Alaihissalam in obeying the commands of Allah which is an extraordinary manifestation of faith that should be exemplified. The success of Prophet Ibrahim 'Alaihissalam and Prophet Ismail 'Alaihissalam in going through the test of Allah Subhanahu Wata'ala is a blessing that contains teachings and rewards for muslims.

His Majesty then presented the sacrificial meat to 50 special male recipients and Her Majesty Duli Raja Isteri presented the sacrificial meat to fifty special female recipients comprising the poor and destitute from the four districts. The Korban Sunnat or commendable sacrifice performed every year by His Majesty and Her Majesty Duli Raja Isteri and the Royal Family reflects Their Majesties generosity to the less fortunate people. 

The Rites of Sacrifice is Sunat Muakkadah or Commendable religious deed that is almost obligatory for those who can afford it, training muslims to instil care and attention as well as a humanitarian attitude amongst themselves especially for the poor and destitute. It also provides the opportunity to share their fortune and joy aside from alleviating the burden of the less fortunate.

The Hari Raya Aidil Adha celebration at Istana Nurul Iman is another of His Majesty's visions in exemplifying the importance of raising the Islamic eminence and religious assimilation according to the Bruneian mould. It is a manifestation of being grateful for the blessings of Allah Subhanahu Wata'ala in allowing the country's people to live in peace, mutual understanding and upholding the relation between the monarch and his subjects. As a result, the country is blessed with the fortune to develop it, enhancing the quality of life through various initiatives and welfare programmes for the well-being of the people.

The doa selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Some 6 thousand people attended to together enliven the Hari Raya Aidil Adha celebration at Istana Nurul Iman, comprising ministries, government departments, uniformed personnel, higher education institutions and students of religious schools, youth groups and associations.

The presence of His Majesty and Her Majesty Duli Raja Isteri at the ceremony clearly shows how the beloved monarch gives serious due attention towards the people's welfare and also portrays His Majesty's care in together enlivening the Hari Raya Aidil Adha celebration.

After performing the Sunat Aidil Adha prayer, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam proceeded to the Sacrificial Ceremony. This year, His Majesty and His Majesty's family sacrificed 158 cows and 14 goats. A part of the sacrificial meat was distributed to 7 thousand 567 of the country's poor and destitute. 7 goats were slaughtered in the ceremony held at the compound of Jame' 'Asr Hassanil Bolkiah. 

Upon arrival at the slaughtering ceremony site, His Majesty was welcomed by Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar, Acting Minister of Religious Affairs.

Also present were His Majesty's sons and brother, His Royal Highness Prince Haji Al-Muhtadee Billah the Crown Prince; His Royal Highness Prince 'Abdul Malik; and His Royal Highness Prince Haji Jefri Bolkiah. 

During the ceremony, His Majesty consented to slaughter His Majesty's sacrificial animal.

The ceremony continued with His Royal Highness the Crown Prince slaughtering the sacrificial animal. 

This was followed by His Royal Highness Prince 'Abdul Malik.

The period set for the conducting the rites of sacrifice is after performing the Sunat Hari Raya Aidil Adha prayer on the 10th of Zulhijjah until sunset on the final tasyrik day, 13th of Zulhijjah. His Majesty's personal participation in the rites of sacrifice shows His Majesty's personality as a caring monarch to the less fortunate in the country. Meanwhile, the slaughtering of the rest of His Majesty and His Majesty's family's sacrificial animals was undertaken by Mulaut Abattoir Sendirian Berhad at its centre in Kampung Mulaut.

Human creativity, today, has been exploited to distort truth and create false stories with the aim to deliberately misinform the public for various interests and purposes. The biggest challenge is to guarantee the credibility and reliability of the sources of information. Without doubt, fake news is a threat not only to the government, but also to society's trust in each other.


Hence, there is need for education at all levels on the responsible use of digital technology; the collective ASEAN way to engage media providers and enhance data security. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud stressed that, such misinformation requires swift response in order to avert public confusion and social disharmony that may harm a country's socio-political stability. Speaking at the opening of the 11th China-ASEAN Prosecutors-General Conference (CAPGC), yesterday morning, the Minister at the Prime Minister's Office also touched on a number of initiatives to tackle cybercrime.


Meanwhile, Yang Berhormat Dato Paduka Awang Haji Hairol Arni bin Haji Abdul Majid, the Attorney General as the Chairman of the Conference, in his opening remarks shared some of the Attorney General Chamber (AGC) Brunei Darussalam's initiatives in addressing cybercrime. According to Yang Berhormat, the Prosecution Unit is very much involved in ensuring that perpetrators are brought to justice.


The conference focused on the sharing of best practices to address the challenges emerging from the prevalence of cybercrime. Also in attendance was Datin Seri Paduka Dayang Hajah Elinda binti Haji C.A. Mohammad, Deputy Minister at the Prime Minister's Office. Themed "Enhancing Capabilities and Cooperation in Addressing Cybercrime", the two day conference was held at the Rizqun International Hotel, Gadong.

The Brunei Darussalam Regatta 2018 commenced yesterday morning with the Inter-Ministry 25 Paddlers Traditional Boat Race. His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office launched the Brunei Darussalam Regatta 2018 at the Royal Wharf in the capital.


Upon arrival, His Royal Highness the Crown Prince was greeted by Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs; Yang Berhormat Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, Minister of Communications who is also the Acting Minister of Primary Resources and Tourism; and Yang Berhormat Retired Major General Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, Minister of Culture, Youth and Sports as Co-Advisor of the Brunei Darussalam Regatta 2018 Executive Committee. Also present was His Royal Highness Prince 'Abdul Malik ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah.


Boarding a special boat, His Royal Highness proceeded to the waters of Sungai Brunei, 2 thousand meters away from the Royal Wharf, to flag-off the Inter-Ministry 25 Paddlers Traditional Boat Race.


11 teams took part in the Inter-Ministry 25 Paddlers Traditional Boat Race, comprising the Ministry of Home Affairs; Ministry of Health; Ministry of Religious Affairs; Ministry of Primary Resources and Tourism; Ministry of Defence; Ministry of Development; Ministry of Communications; the Prime Minister's Office; Ministry of Culture, Youth and Sports; Ministry of Finance and Ministry of Education.


First place went to the Ministry of Defence, followed by the Prime Minister's Office and the Ministry of Development.


In the morning session, 6 events were competed, namely the Inter-District 20 Paddlers Fibre Glass Boat Race;


the Open 25 Paddlers Traditional Boat Race; the Under-30 Youth 15 Paddlers Fibre Glass Boat Race;


the Inter-Ministry 25 Paddlers Traditional Boat Race; the Inter-Private Company 20 Paddlers Fibre Glass Boat Race; and the Open 30 Paddlers Traditional Boat Race.


The next event was the Inter-Private Company 20 Paddlers Fibre Glass Boat Race. 6 teams competed in the race, namely Setia Protective Security Services (S-P-S-S); TAIB; DST; the Royal Brunei; Telbru; Takaful and Baiduri Bank. SPSS took first place, while the second and third place went to Telbru and Royal Brunei respectively.


Another event was the Open 30 Paddlers Traditional Boat Race, where teams from various ministries, mukims, districts, uniformed organisations as well as from overseas took part. Laksamana Seri Sinampuan took first place, followed by Majlis Sukan Angkatan Bersenjata Diraja Brunei, and Olahraga Dayung Seluruh Indonesia Kalimantan Barat (PODSI Kalbar).


His Royal Highness then presented the prizes to the winners. Each winner received a trophy, cash prize and medals.


This traditional event not only protects the country's culture and heritage for the future generation, it also enlivened the atmosphere in the capital, apart from further raising the country's name. Organised by the Ministry of Home Affairs; Ministry of Primary Resources and Tourism; and the Ministry of Culture, Youth and Sports, the regatta is hoped to strengthen the tradition of togetherness and solidarity among the people in the nation.

The ceremony was held yesterday afternoon at the Istana Nurul Iman. The two-day Conference opened today. Accompanying Yang Berhormat the Minister of Foreign Affairs of Malaysia during the Audience Ceremony were Mr. Eldeen Husaini bin Mohd Hashim, Undersecretary, Southeast Asia Division, Ministry of Foreign Affairs of Malaysia; and Mrs. Rafedah binti Abd. Aziz, Charge d'Affaires who is also Minister Counsellor, High Commission of Malaysia to Brunei Darussalam.
