The refinement of the Royal Wedding Ceremony inherited throughout the ages reflect the uniqueness and beauty of the Royal Brunei heritage. The beauty of the heritage is portrayed in the Majlis Membuka Gendang Jaga-Jaga which took place yesterday morning, in conjunction with the Royal Wedding Ceremony between His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam's daughter, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi. 

The ceremonial event raises the curtain on the Royal Wedding Ceremony and other celebratory events. The ceremony took place at the Lapau in Bandar Seri Begawan. The Majlis Istiadat Membuka Gendang Jaga-Jaga or the opening of the playing of traditional musical instruments by royal court musicians for keeping vigil, was conducted in the presence of His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince as representative of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. 

The arrival of His Royal Highness the Crown Prince was preceded by the Perwira Diraja carrying Pemuras and Karga or Musket and Karga, as well as the Perwira Asgar carrying the Kalasak and Kampilan, shield and dagger, accompanied by the bearers of the Perhiasan Empat. His Royal Highness was welcomed by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris, and Yang Mulia Dato Paduka Awang Razali. Also in attendance was His Majesty's son, His Royal Highness Prince 'Abdul Malik.  

Soon after His Royal Highness the Crown Prince was seated, Juru Laki Awang Haji Johan Areffen accompanied by other court musicians entered, bearing traditional musical instruments such as the Serunai or Flutes and Gendang Labik. 

The ceremony commenced with Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan informing Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat Membuka Gendang Jaga-Jaga was ready to proceed. 

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris then informed His Royal Highness the Crown Prince that the ceremony is ready to proceed. 

As soon as His Royal Highness the Crown Prince signalled for the Istiadat Membuka Gendang Jaga-Jaga to commence, Juru Laki Awang Haji Johan Areffen duly sought to commence with the proceedings. Juru Laki Awang Haji Johan Areffen proceeded to the Patarana or royal dais from the left-hand side to lift the Nakara, a type of kettle drum and bore it upon his head. 

Juru Laki Awang Haji Johan Areffen then walked to the designated place, and placed the Nakara in between the two Gendang Labik. 

The Nakara was then beaten rythmically, followed by the drumming of the Gendang Labik, the playing of the Serunai accompanied by the Gong and Chanang. Every beating of the Nakara was followed by shots of the cannon up to 21 shots. 

The beatings changed from the Titir Gendang Alih-Alihan Tengah dan Hujung. Followed by the Gendang Perang drumbeats, which is usually beaten according to the number of people attending entitled to be accorded the honour. For Wazirs, Pengiran Cheteria and Pengiran Peranakan, the Nakara is beaten 10 times, while drumbeats without the Nakara for Pehin Manteri Berchiri is 10 beats. 

Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, the State Mufti. 

After the Doa Selamat, Juru Laki Awang Haji Johan Areffen sought consent, and bore the Nakara on his head, returning it to the original position on the royal dais. The other court musicians, meanwhile, sought consent to leave the ceremony. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia    Awang  Haji  Adanan informed Yang Amat  Mulia Pengiran Indera  Setia  Diraja  Sahibul  Karib  Pengiran  Anak  Haji  Idris that the  Istiadat  Membuka  Gendang  Jaga- Jaga has been duly carried out. 

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib informed His Royal Highness that the Majlis Istiadat Membuka Gendang Jaga-Jaga has been duly carried out. 

His Royal Highness the Crown Prince then delivered a Sabda. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan acknowledged His Royal Highness' sabda. 

His Royal Highness the Crown Prince then departed the ceremony. Also present at the ceremony were Yang Amat Mulia Pengiran- Pengiran Cheteria, Cabinet Ministers, Members of Councils, Deputy Ministers, Pengiran- Pengiran Peranakan, Pehin-Pehin Manteri, Manteri- Manteri Hulubalang, Manteri-Manteri Pedalaman, Heads of Diplomatic Missions, Members of the Legislative Council, Permanent Secretaries, and Heads of Government Departments.

The Bersuruh Diraja delegation then proceeded to Istana Nurul Iman. The Istiadat Bersuruh Diraja took place at the Balai Persantapan. 

The ceremony began with Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan informing Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz that the Majlis Istiadat Bersuruh Diraja was ready to proceed. 

Yang Dimuliakan Pehin then sought an audience with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and informed His Majesty that the Istiadat Bersuruh Diraja was ready. 

The ceremony followed with the arrival of His Majesty. Accompanying His Majesty were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince; His Royal Highness Prince 'Abdul Malik; His Royal Highness Prince 'Abdul Mateen; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Sufri Bolkiah; and His Royal Highness Prince Haji Jefri Bolkiah. 

His Majesty then proceeded to the designated seat. This was followed by the placement of the Dian, Tikar and Bintang Petian before His Majesty. Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan then informed Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat Bersuruh Diraja was ready. 

After His Majesty signalled the ceremony to proceed, Yang Amat Mulia Pengiran Sanggamara Diraja Retired Major General Pengiran Haji Ibnu Basit from the Bersuruh Diraja bridegroom's delegation sought an audience with His Majesty, followed by Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi. Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi then conveyed the delegation's wish. 

His Majesty accepted the marriage proposal on behalf of His Majesty's daughter. Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi then expressed his profound gratitude and thanked His Majesty for accepting the proposal. 

Soon after Yang Amat Mulia Pengiran Sanggamara Diraja Retired Major General Pengiran Haji Ibnu Basit and Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi returned to their designated seat, Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan conveyed to Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat Bersuruh Diraja has been duly carried out. 

His Majesty then signalled for the royal ceremony to be brought to a close. Present at the ceremony were Yang Amat Mulia Pengiran Cheteria, Cabinet Ministers, Deputy Ministers, Pengiran Peranakan, Pehin Manteri, Manteri Pedalaman, Heads of Diplomatic Mission, Permanent Secretaries and Heads of Department.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office, yesterday morning received in separate audiences outgoing Foreign Envoys to Brunei Darussalam. The Audience Ceremony took place at Qashr Al-Meezaan. 

His Royal Highness first received in audience His Excellency Phonetavy Boutdara, Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Brunei Darussalam. His Excellency presented his Letter of Credence to His Majesty on 7th of July 2018. 

His Royal Highness next received in audience His Excellency Ajaneesh Kumar, High Commissioner of the Republic of India to Brunei Darussalam. His Excellency presented his Letter of Credence to His Majesty on 15th of January 2019.

Leaders must become the nation's aspiration, the catalyst and determinant of the success of the government's efforts in overcoming the challenges faced by the country. This includes those brought about by the currents of globalization of which the impact is increasingly felt such as in economy, health, safety, well-being, technological transition and environmental challenges. 

The Minister at the Prime Minister's Office stressed the matter at the 29th Executive Development Programme for Senior Government Officers,  EDPSGO; 31st and 32nd Executive Development  Programme for Middle Management Officers, EDPMMO for the Financial Year 2021/2022, yesterday morning. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud explained that leaders should be thinking outside the box and thinking ahead for new methods of delivering services to the public. What is most important, added Yang Berhormat, is that all amendments which will be implemented must be accepted and can be used by the public easily and quickly as well as effectively in fulfilling the purpose and objective of the service delivery. 

The Minister at the Prime Minister's Office also said that in the efforts to develop ourselves, gaining the current knowledge and experience in the era of globalization as well as the Fourth Industrial Revolution should also be given in maintaining a good personality that does not conflict with the noble values of our Malay Islamic Monarchy identity. 

84 participants took part in the programme which among others include a study on current issues, policies as well as best practices in civil service management as well as administration practiced around the globe from the perspectives of Islam and conventional. The Executive Development Programme organised by the Public Service Department, was one of the components under the Civil Service Leadership Pipeline, CSLP. CSLP is one of the initiatives under the Public Service Framework established to support the Wawasan Brunei 2035 through the Institution Development Strategy. Meanwhile, the 29th EDPSGO and 31st EDPMMO were conducted by Universiti Teknologi Brunei, UTB, while the 32nd EDPMMO was conducted by Sultan Sharif Ali Islamic University, UNISSA. Also present was His Excellency Heng Aik Yeow, Singapore High Commissioner to Brunei Darussalam.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday morning made an unscheduled visit to the Brunei International Airport in Berakas.

Among the places first visited by His Majesty was the Post Office. The Monarch took a closer look at the implementation of checks on passengers at the departure hall.

Also focused on by His Majesty was the Operations Control Centre which accommodates the Cabin Crew Management, Customer Care Office and Flight Crew.

His Majesty's visit not only ensures that the public facilities provided at the airport fulfils the needs of consumers but also ensuring that the facilities comply with the set standards towards assuring the well-being and safety of the passengers.

Operating since 1974, the Brunei International Airport has witnessed numerous developments and has a vital role towards the nation's economic growth, aside from being one of the main entry gates for tourists.

His Majesty continued the visit to the Setia Kenangan Complex in Kiulap and took a closer look at the Bank Islam Brunei Darussalam branch there.

Since its establishment in 1988, the Royal Brunei Technical Services is a Government-linked company specialising in Acquisition and Supply Chain services.

This was His Majesty's first unscheduled visit since the second wave of the COVID-19 pandemic hits Brunei Darussalam.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali  Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei  Darussalam in a titah declares that the National Endemic Phase will start on Wednesday, the 15th of December 2021. His Majesty expresses hope that the people will continue to enhance social responsibilities in upholding and complying with the Government's efforts. His Majesty stresses that although the phase enables the public to carry out daily activities as usual, but precautionary measures are still needed without neglecting stipulated Standard Operating Procedures, SOP's. The Monarch stated this in the Special Titah broadcast nationwide earlier night of 11th December. In the titah, His Majesty underscores that as a country that holds fast to Islamic teachings, Brunei Darussalam carries out its responsibility with efforts and whole-hearted belief. These two forms of endeavours, the Monarch said, that become the key to the country's success in achieving what is desired.

Monday 6th December 2021, Prime Minister’s Office (Jalan Perdana  Menteri) – The Prime Minister's Office held the Second Law Seminar virtually on 6th December 2021. The seminar was jointly organised by the Security, Enforcement and Law Division, the Prime Minister's Office and the Attorney General's Chambers.  
 
Present as the Guest of Honor was Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at The Prime Minister’s Office. Also present at the virtual event were Yang Berhormat Awang Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa, the Attorney General; Permanent Secretaries; Deputy Permanent Secretaries at the Prime Minister’s Office; Solicitor General and participants from Ministries and Government agencies.  
 
The event began with a Keynote Address by the Guest of Honor and conveyed that this Second Law Seminar is a continuation of the First Law Seminar , which was previously held on 19 November 2020 and had received very positive response from participants from the civil service. This demonstrated that Ministries appreciate the importance of Government officials to increase their understanding of legal topics which are closely related to the implementation of their daily tasks. Taking this into account, the spread of Covid-19 pandemic in Brunei Darussalam should not be a barrier but is an impetus to hold this Second Law Seminar virtually 
 
The Guest of Honor further stated that the law can be complex and challenging, therefore with the support of the Attorney General's Chambers, it is hoped that this Seminar can help in bridging the gap of understanding and imparting knowledge in legal matters.  
 
In emphasising the  quality of the public service, the Guest of Honor stated that civil servants should also be literate in the law in order to carry out the duties and responsibilities entrusted to them with care while considering any legal implications on the decisions made.  
 
The Guest of Honor view this Seminar as an effort to enhance the knowledge, understanding and competencies in legal matters in each Ministry,  which will lead to a skilled and effective civil service to support the development of the country towards ‘ Wawasan Brunei 2035’, in line with the ambition towards an efficient civil service. 
 
The Guest of Honor hopes that the civil servants who attended this Second Law Seminar will be able to benefit from all the knowledge imparted towards ensuring that the rule of law of the country is always upheld and preserved.   

The seminar closed with a speech from Yang Berhormat Awang Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa, the Attorney General, who  among others, stated that the collaboration between the Prime Minister's Department and the Attorney General's Chambers in this seminar showed the commitment of the Attorney General's Chambers in its mission to ensure that ministries and agencies of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam are given support and robust legal advice. Such collaboration has resulted in another project between the Attorney General's Chambers, the Security, Enforcement and Law Division and the Office of Information Technology and Innovation of the Prime Minister's Office with the setting-up and preparation of the Draft Legislative Database. The Database is intended to enable users from government ministries and agencies to obtain immediate status on the drafting and preparation of legislations under the control of the respective ministries and agencies.

The Honorable Attorney General further conveyed that the ability to work together to improve the civil service is key to the government’s holistic approach and hoped that such events and projects would continue in the future.

The Second Law Seminar is scheduled for two (2) days on the 6th and 7th December 2021 and is aimed at giving an understanding of basic legal knowledge. The topics presented are Legislative Process; Contracts, recovery of Government debt, misconduct of Government officials as well as international law.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, attended the Bilateral Meeting with The Right Honourable Boris Johnson, the Prime Minister of the United Kingdom of Great Britain and Northern Ireland, which was held at Number 10, Downing Street, London. Diplomatic relations between Brunei Darussalam and the United Kingdom were established since January 1984, in which both countries cooperate extensively especially in the fields of defence, education as well as trade and investment cooperation. Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was His Royal Highness Prince 'Abdul Mateen.

During the meeting, His Majesty congratulated the United Kingdom on becoming a Dialogue Partner of ASEAN and for the successful hosting of the United Nations Climate Change Conference, COP 26 and its Group of Seven, G7 presidency, which were held this year. His Majesty also highlighted the special and close relations between the two countries, built on the two foundations of defence and education, which continue to be reflected in the many exchanges of visits done at all levels. Aside from that, both leaders acknowledged the establishment of the Brunei Darussalam-United Kingdom Strategic Dialogue.

The United Kingdom became ASEAN's first new Dialogue Partner in 25 years on the 5th of August 2021, and Brunei Darussalam is the Country Coordinator for ASEAN-U.K. Dialogue Relations.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, attended the Graduation Ceremony of the All Arms Commando Course, AACC and presentation of the 'Green Beret' for His Royal Highness 920 Major Udara Prince 'Abdul Mateen, which was held at the Commando Training Centre Royal Marines, CTCRM, Lympstone, Devon, United Kingdom. Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the Ceremony was Her Royal Highness Princess 'Azemah Ni'matul Bolkiah. His Royal Highness 920 Major Udara Prince 'Abdul Mateen had undergone the Royal Marines' All Arms Commando Course at the Commando Training Centre Royal Marines, CTCRM, Lympstone, Devon for thirteen weeks from the 20th of September to the 2nd of December 2021. 

The arrival of His Majesty at the CTCRM Officers' Mess was received with a Royal Salute, presented by the Guard of Honour King's Squad and Bugler Royal Marines Band. His Majesty was greeted by His Royal Highness 920 Major Udara Prince 'Abdul Mateen; and welcomed by Lady Arran, Vice Lord Lieutenant of Devon; Colonel Simon Chapman OBE, Commandant CTCRM; Brigadier Graeme Jock Fraser, Commandant General of the Royal Marines; and First Warrant Officer Billy Meldrum, Regimental Sergeant Major, RSM. 

His Majesty then proceeded to the Achnacarry Room, Officer's Mess, CTCRM, where Colonel Simon Chapman OBE, Commandant of the CTCRM, among other things, briefed on the background of the CTCRM as well as the All Arms Commando Course which was joined by His Royal Highness. His Majesty was then invited to the Eastney Room for a Luncheon. 

His Majesty then proceeded to the Modern Urban Combat, MUC building to witness the commando specialist military exercise which included Close Quarter Battle, CQB, Method of Entry, MOE and Urban Climbing. The CTCRM is a principal training centre that selects and trains all Royal Marines Officers, recruits and reserves as well as provides command training for all Non Commissioned Officers, NCO and Royal Marines specialists. 

His Majesty then proceeded to The Falklands Hall to attend the Graduation Ceremony of the AACC and presentation of the 'Green Beret', in which His Majesty was invited as the Guest of Honour to present the 'Green Beret' to 46 participants who had successfully completed the course including His Royal Highness. 

At the end of the ceremony, His Majesty joined the AACC participants, instructors and members of the CTCRM for a group photograph session.

Collaborations and strengthening cooperation among anti-corruption agencies of the ASEAN-PAC need to be enhanced to prevent and combat corruption. The Minister at the Prime Minister's Office made the call in his keynote speech via video recording during the 17th Principals Meeting ASEAN Parties Against Corruption, ASEAN-PAC held at the Anti-Corruption Bureau Headquarters. 

Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud also acknowledged the efforts made by the ASEAN-PAC in showing commitment towards building a better governance and more resilient in the fight against corruption despite the pandemic. 

The meeting was chaired by Datin Paduka Dayang Hajah Suhana binti Haji Sudin, Director of Anti-Corruption Bureau. Dayang Hajah Suhana in her speech also expressed the desire to discuss the impact of COVID-19 on anti-corruption efforts by assessing the experiences of foreign countries in the development, implementation and effectiveness of anti-corruption strategies. 

The meeting also reviewed and adopted the draft Memorandum of Understanding on Cooperation for Preventing and Combating Corruption. The meeting also reviewed the ASEAN-PAC Terms of References and Action Plan on the way forward and strategic direction in achieving and supporting the establishment and objectives of the ASEAN-PAC.

In 2021, 

His Royal Highness added in his sabda, the region has been showing signs of economic recovery, whereby the private sector has played a fundamental role in supporting the region's efforts. Towards supporting this collaboration, several dialogues and programmes between the private sector and various ASEAN Sectoral Bodies have steadily increased in the recent years,especially in the areas of MSME's. Tourism and Global Supply Chains. 

His Royal Highness made the sabda at the ASEAN Business Awards, ABA 2021, held virtually and hosted by the ASEAN Business Advisory Council Brunei. In the sabda, His Royal Highness underscored that continued collaborations between the public and private sectors will undoubtedly help identify economic opportunities and relevant actions to further support the businesses in developing a strong foundation and explore new innovative ways to do business. 

This year's ASEAN Business Awards carries the theme, 'Recover, Stronger, Together, Sama-Sama'. Established for over 10 years, the ASEAN Business Awards aims to recognise outstanding key enterprises that have contributed significantly to the ASEAN region. This year 126 applications were received out of which 86 were shortlisted and 45 were presented the prestigious awards to organisations from ASEAN countries.

In a titah during the Retreat Session of the 13th Asia-Europe Meeting, ASEM Summit, held virtually from Baitul Mesyuarah, Istana Nurul Iman, His Majesty states that the situation in Myanmar is a challenging matter as the country has a long and complex history since its independence over seventy years ago. Therefore, Myanmar should be given space to return to normalcy, in accordance with the will of its people. To this end, His Majesty hopes for Myanmar to implement the ASEAN Five-Point Consensus in a timely manner to build confidence with regional and international partners. The Monarch in the titah also appreciates the continued support of the international community for ASEAN's efforts on this matter.

His Majesty in his titah states that ASEM's theme this year, 'Strengthening Multilateralism for Shared Growth', reflects the needs of the global community to address the impacts of the COVID-19 pandemic, geo-political and economic competition, and climate change.

At the Retreat Session, the leaders exchanged views on regional as well as international issues of mutual concern.

The Prime Minister of the Kingdom of Cambodia in his closing remarks appreciated the open and constructive discussions between ASEM leaders towards collectively addressing issues of global importance. ASEM's core principles of informality and mutual respect have enabled its members to overcome numerous sensitive issues through active and close collaboration, towards building more peaceful, safe and prosperous regions.

At the end of the Summit, the 13th ASEM Summit "Strengthening Multilateralism for Shared Growth" Chair's Statement; Phnom Penh Statement on the Post-COVID-19 Socio-Economic Recovery; and The Way Forward on ASEM Connectivity were adopted.

At the Summit, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in his titah highlights that this meeting which coincides with ASEM's 25th anniversary provides a good opportunity to reflect on its value and significance.

When ASEM Leaders gathered at the first Summit, His Majesty recalls that they recognised the huge potential in linking Asia and Europe to achieve greater growth and prosperity. This partnership is vital now as Member Partners recover from the COVID-19 pandemic.

In this regard, His Majesty underlines the importance to align digital connectivity efforts to the needs of the peoples and business. Therefore, Brunei is pleased that this effort will be advanced through the ASEM Connectivity initiative.

His Majesty also stresses that timely and equitable access to vaccines as well as recognising vaccines as listed in the WHO's Emergency Use Listing is important in resuming safe travel to forge educational, social and cultural links.

Lastly, His Majesty states that the issue of mental health should also be addressed to prevent long-term impacts to the economy and the people; and underlines that Brunei sees huge potential for ASEM to cooperate in this area through the sharing of expertise and best practices.

Earlier in the Meeting, opening remarks were delivered by His Excellency Samdech Akka  Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, as Chair of the 13th ASEM Summit; His Excellency Mr. Charles Michel, President of the European Council, as the Regional Coordinator for European Group; Her Excellency Mrs. Ursula  von der Leyen, President of the European Commission, as the Regional Coordinator for European Group; His Excellency Mr. Mikhail Mishustin, Prime Minister of the Russian Federation, as the Regional Coordinator for NESA Group; His Excellency Mr. Janez  Janša, Prime Minister of the Republic of Slovenia, as the EU Council Presidency and Regional Coordinator for European Group; and His Excellency Prayut Chan- o- cha, Prime Minister of Thailand, as the Regional Coordinator for ASEAN Group.

At the Summit, the leaders observed statements by stakeholders of ASEM.

The Monarch expresses satisfaction that towards this, ASEAN and the People's Republic of China will further advance the ASEAN-China partnership with the launch of negotiations on an agreement to strengthen technical cooperation. This, His Majesty adds, will help prepare the people with the right skills to address challenges and seize opportunities of the future. His Majesty made the titah during the Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations held virtually from Baitul Mesyuarah, Istana Nurul Iman, yesterday morning.

In the  titah, His Majesty also  emphasises that the deepening cooperation will bring about long-term confidence and trust towards reinforcing a rules-based regional architecture underpinned by international law, which will ensure that the people of  ASEAN and China are able to work together and prosper in a harmonious region. Towards this, the Monarch is confident that with peace, mutual respect and support for one another, ASEAN-China relations in the next 30 years and beyond will bring about a new era of prosperity and stability in the region.

At the Special Summit, His Majesty in his titah, as Chair of ASEAN in 2021 and Co-Chair of the Special Summit, highlighted the timeliness of establishing a Comprehensive Strategic Partnership between ASEAN and China this year, as ASEAN and China commemorate the 30th anniversary of the Dialogue Relations. Over the past three decades, the ASEAN-China cooperation has gone from strength to  strength and today it stands as one of the most comprehensive and substantive partnerships that span across and within the three Community Pillars of ASEAN. His Majesty also highlights the remarkable achievements attained in the ASEAN-China Dialogue Relations, including China being the first Dialogue Partner of ASEAN to accede to the Treaty of Amity and Cooperation in Southeast Asia, TAC; the first Strategic Partner of ASEAN; and the first Dialogue Partner to establish a Free Trade Agreement, FTA with ASEAN. Moreover, China has continued to be ASEAN's top trading partner over the last 12 years.

His Majesty also states that, in ASEAN's efforts to combat the COVID-19 pandemic, China has assisted ASEAN Member States by providing vaccines and medical supplies, and reinforcing ASEAN's COVID-19 response. In this regard, His Majesty expresses deep appreciation for China's continued strong commitment to ASEAN over the years and its steadfast support for ASEAN Centrality and ASEAN Community building efforts through ASEAN-led processes.

Meanwhile, His Excellency Xi Jinping, President of the People's Republic of China, as Co-Chair of the Special Summit in his statement stated that over the past 30 years, ASEAN and China relations have seized opportunities in achieving leapfrogged development through the mutual respect of each other's development paths; the exploration of win-win cooperation; as well as collective efforts towards mutual benefit and inclusiveness. His Excellency put forward five proposals to build ASEAN-China relations towards a peaceful, secure, prosperous, green and amicable future. This includes the need to engage in dialogue and multilateralism; the establishment of a regional health shield and a new international land and sea trade corridor; enhanced cooperation on climate change and blue economy; and promoting exchanges in areas such as culture, tourism and media.

At the Summit, the leaders also commended China on its rapid response to the COVID-19 pandemic as well as its contributions of medical supplies and vaccines to ASEAN Member States. In moving forward, leaders supported further multilateral cooperation between ASEAN and China in promoting regional economic integration and cross-border flow of peoples and goods; balancing the climate change agenda with socio-economic development; as well as enhanced cooperation in digital transformation and connectivity.

At the end of the Special Summit, the Leaders adopted the Joint Statement of the ASEAN-China Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations: Comprehensive Strategic Partnership for Peace, Security, Prosperity and Sustainable Development.
